The Future of Higher Education

In 2022 I made a submission to the Higher Education Review. As a relatively junor part time academic, this might seem presumptuous. However, the topic I chose to focus on for my MEd in 2013, was how to teach at a research oriented Australian university, like the Australian National University. The easy part of this was learning how to deal with a regional crisis which could keep students from campus. So I was ready, three years before COVID-19 to teach online myself and teach my colleagues. What was, and is, harder is the nature of a university and how to balance competing priorities, between education and research, community interest and finance. This a pressing issue not only for ANU and Australia's other universities, but for institutions around the world. 

Nanyang Technological University (NTU) and Singapore Management University (SMU) recently announced Mandarin MBAs, targeting international students. Unlike Australia, where international students were gradually added to the domestic cohort, this is a very clear targeting of a market. The questions arising about what effect this will have on local students and how the influx of student fees will change what the university does will be familiar to Australian academics.  

While I read many research papers on education, two books have had the most influence on my thinking: Zen and the Art of Motorcycle Maintenance (Robert M. Pirsig, 2006) and "The Open University: History and Evaluation of a Dynamic Innovation in Higher Education" (Walter Perry, 1976). Pirsig, was a technical writer and educator (I role I seem to have fallen into) and wrote of the philosophy of study. Perry was the first Vice-Chancellor of the UK's Open University, which challenged many of the ideas of what a university is and how it is run.

Both Perry and Pirsig, wrote about the vocational end of education and would appear to have little to do with research oriented universities. However, Australian universities were founded explicitly with practical aims in mind: to train professionals and carry out research of value to the community.

Future of Teaching in Australian Universities

Last week, Professor Genevieve Bell, the Vice-Chancellor of the Australian National University announced an ANU realignment: Renew ANU, to address budget pressures. Many Australian universities, and those in other countries, are experiencing similar pressures. This is to suggest some ways changes could be implemented to improve the education delivery by universities generally. This follows the broad approach I suggested in a submission to the Review of Higher Education. As with that submission, these suggestions are are my own, and may not represent the views of any organisation I am associated with.

Teach Students How to Learn, Work and Not Cheat

Universities could reduce costs and improve the quality of learning by teaching students study, teamwork, writing, assessment techniques (of the type which ANU offers in professional practice courses, such as Responsible Innovation and Leadership;  and Holistic Thinking and Communication. This could be enhanced to identify students with specific learning difficulties. Rather than wasting staff resources investigating cheating, student can learn techniques to avoid charges of plagiarism, which will also be useful in their career to protect their own intellectual property. 

New Courses on Technology and Society

ANU plans for consolidation are more modest that those in South Australia, where two universities are merging: University of Adelaide and the University of South Australia (I dropped in to visit them a few weeks ago).  The ANU has proposed to include the Fenner School of Environment and Society, the Mathematical Sciences Institute, and Centre for Public Awareness of Science in the ANU College of Engineering, Computing and Cybernetics to create the ANU College of Systems and Society. Such mergers creates the opportunity for new cross fertilization between academics. Universities, I suggest, could and should be offering  courses on the technical and social aspects of the major challenges Australia and the world are facing, including global warming.

Courses on technology and society can be offered by universities as part of conventional degree programs, as well as for microcredentials, and in service professional development. The University of New South Wales is building a new Canberra campus with an emphasis on courses for Australian Public Service (APS) staff, including using stackable microcredentials. This could be done using the format of courses such as COMP7310 ICT Sustainability. The Australian Computer Society commissioned me to design this course for in service professional development, to be delivered online. I then modified the course for ANU computer science graduate students, then again with an on campus option (Worthington, 2012). The same approach was applied for delivery of part of the ANU Techlauncher program (Worthington, 2019). This blended/online option was fortuitously added a few months before COVID-19 struck, allowing a switch from campus based to online delivery, with no changes in content or assessment (and a switch back to on campus).

Such courses can set context, and pose questions for students to address, rather than provide large quantities of technical content, which require constant revision. These courses can also use small regular assessment items to keep students working between major project tasks. 

 Role in Teacher Tech Education

The ANU Centre for Public Awareness of Science is respected for its education of science communicators. Such centers at universities could help with the teaching of science and the use of technology in teaching and training. This could avoid duplicating programs offered in training in the vocational sector and university school teaching programs, addressing advanced requirements. This could be in cooperation with the centers most universities have for learning & teaching.

An example of the incorporation of an existing center in teaching is the way the ANU Careers & Employability unit teaches students about careers. Rather than wait for students to go to the unit for extra curricula advice, several schools of the ANU welcome the careers staff into the classroom to teach the students. Academic staff then set assessment to ensure students focus on the topic. This could be done with topic of teaching, which is part of many disciplines. This can be aligned with professional requirements for areas such as engineering and computing, using standards such as the 
Skills Framework for the Information Age (SFIA).

New Teaching Methods

Immersive Reality

Immersive Reality (XR): that is Virtual Reality, Augmented Reality and other forms of technology based simulation, offer ways to enhance the teaching of technical disciplines. Until recently this was prohibitively expensive for most teaching, due to the need for specialised devices, and teaching spaces. However, IR can now use student provided equipment (smart phones and low cost glasses), in standard teaching rooms (Cochrane, et Al., 2022).

The ANU School of Computing's Escape Room provides an example of low cost IR, being essentially a room dressed up with colored lights, but using very advanced pedagogy (Pereira Nunes, et.Al, 2024). The Escape Room is colocated with "The Hive" a simulation of a computer project workspace for Techlauncher Project students (Browne, et Al, 2020). 

Hackerthons and simulations could also be used for education in addressing problems facing society. As an example the Australian Crisis Simulation Summit rprovides a format for a learning activity which just needs assessment added. 

Other Support for Experiential Learning

The ANU provides experiential learning in computing with the award winning Techlauncher program. Other ANU schools and other institutions have similar group projects as a capstone activity. While valuable for the student, and an essential part of professional accreditation, such programs are difficult to deliver and can be expensive without the right tools and pedagogy. The lessons learned from the Techlauncher program could be passed to others. As an example, the use of a reflective e-portfolio in the form of a job application (Worthington, 2019).

Further Disruptions for Australian Universities

Dr Ryan Young at the ANU National Security College Futures Hub, has prepared "Future Disruptions for Australian Universities" for the Universities Accord Review Panel. The Futures Hub's logo is, appropriately enough a black swan. The accord panel has been advising the Australian Government on the future of higher education. This report aims to inform the panel on future factors effecting universities. These include the obvious, such as generative AI and digital technologies in general, competition from non-university bodies for research and teaching money, and geo-political tension causing government to micro-manage university (my term not the author). Also the report looks at changes in the demographics of students, with fewer students overall, and more older (not all bad news as I find older students are easier to teach).

Most of the disruptions discussed are hardly Black Swan unanticipated events, and most and already being addressed by university with gradual evolution, rather than sudden disruption. Geographically dispersed work-forces were catered to in the past by distance education, which has been made much easier in the last few decades using the Internet. AI has been developed over decades, and those of us in the tech sector have received briefings over the years on its progress, before Chat GPT came to public attention.

As the report suggests, the world may be moving to a period of ‘poly-crisis’, with multiple global and regional events to deal with. However, the world has only been relatively crisis free for a small wealthy, mostly western, section of the population. The rest of the world, including academics, have had to learn to cope with an uncertain world. Australia's universities, despite some challenges, will still be in a relatively privileged position, with more and more stable funding, benign security situation, and stable governments. That will continue to provide a competitive advantage against institutions located in countries with unstable repressive regimes, where their campuses are threatened by terrorists, their own or neighboring military.

A military confrontation in the region, involving Australia, might result in the sudden loss of almost all international students. In 2016 I presented students of computing ethics with a hypothetical on cyber-war over a confrontationa. Later in the year I suggested Australian universities should be ready to switch to online learning, if their international students were unable to get to campus due to regional tensions. Unfortunately this remains a possibility, and so universities should keep online options ready for teaching domestic and international students together

As well as the effects of a physical military confrontation universities need to respond to online attacks. As well as attempts from criminals and nation states to steal intellectual property, there is a risk to personal information which could be used against staff, students, their families and organisations. The internet may also be used to ferment unrest at universities. 

The author suggests there are opportunities for universities in these challenges. One example not mentioned in the report was the COVID-19 pandemic, which allowed universities to move from a lecture based model of learning to a blended one. The report points out that universities bundle and cross subsidize cross-subsidise activities. However, this is not by accident, with governments requiring universities to be multi-purpose, multi-discipline, and forcing institutions to seek external funding. 

The author suggests disruption could come from how teaching and research are provided. However the effect of technology has been over-promised in the past, and Australia has an unfortunate track record with private for-profit educational institutions in the vocational sector. An area which the report mentions, but seems least important is changes to university campuses. Even before the COVID-19 pandemic, most students did not attend lectures. The change brought on by the pandemic was the elite universities and academics, were forced to admit this change had happened, and officially made the changes which regional universities, and vocation education had already made.

The report suggests digital technology and AI might make universities obsolete. I suggest this is unlikely, as despite their traditional image universities have fostered and embraced such changes in the past. It is more than 50 years since Open University UK started offering technology enhanced education (using some techniques learned from Australia). Australia currently has one for-profit foreign owned university, which is experienced in online education, but has not presented a significant threat to existing non-profit private and public institutions.

Australia has a dual sector system, with university alongside vocational institutions. There are considerably more private companies in the vocational sector. Australia has a competitive advantage with its close regulation of both sectors. The greatest risk, I suggest, is governments suddenly deciding to deregulate post-secondary education, using a flawed model of education imported from the USA. But not all government changes are negative. The funding of study hubs, first in regional areas, and now expanded to outer metropolitan areas is a useful innovation.

One form of disruption for universities could be from the disintegration of degree qualifications into something more like the process used in the vocational sector. Universality students typically enroll in a two to four year university degree. The institution can then plan for this student, minus dropouts, over those years. Vocational students build a qualification from a series of shorter qualifications, and go through a recognition of prior learning process for each. As a result the student may spend only a small amount of time enrolled, and this, along with fees and resource use, may be intermittent.

As vocational modules are nationally standardized, students can easily move from institution to institution, receiving full credit for prior study. In contrast university students face difficulty, and loss of credit due to non standard courses. External bodies, such as  the Australian Computer Society have developed micro-credentials which offer industry recognition of skills alongside the university system (I am on the board which oversees the standards for micro-credentials). Universities have attempted to create their own micro-credential systems, mostly by converting individual courses or groups of courses into a micro-credential. However, this then creates the expectation among students that larger formal qualification will be built from the micro-credentials in a modular way. The Singapore Institute of Technology has announced competency based, stacked short qualifications, with work integrated learning, and project capstones.

As well as making planning of resources and funding more difficult, new forms of education require new skills of those teaching. Australian law does not currently permit specialized teaching universities. All universities must undertake research in multiple disciplines. Also, in the public's mind, the quality of university education is erroneously linked to research output. As a result universities hire academics based on research output, then require these staff to teach. When teaching consisted of giving lectures and setting exams, this could be done with minimal teacher training. However, experiential and workplace learning, with complex stacked course structures, authentic assessment and blended delivery require advanced teaching skills. This creates a challenge for universities, as well as new non-university educational institutions which can leverage the expertise of the vocational sector. 

The need for government intervention is illustrated, I suggest, by the lack of university funded study hubs in regional areas. Some universities opened their own study centers (such as UWA Albany), but these were exclusively for their own students. The savings from sharing facilities were rejected by universities wanting to compete for students. One area of cooperation for Australian universities has been Open Universities Australia, where many institutions, including regional and city based elite institutions, offer online courses. The government could put in place policies and funding for more such cooperation, to assist domestic students in regional areas, and also in competing for international students.

Australian Universities Accord Final Report: According to Generative AI

Australian Universities Accord report: Some Final Thoughts

It has taken me a full day to work my way through the 44 recommendations of the Australian Universities Accord final report (25 February 2024). The headline items are the later recommendations are the later ones to do with funding. What was disappointing was that the Panel did not explore new forms of tertiary education. There is mention of micro-credentials, stacked qualifications, regional education, and support for indigenous, low SES, and disabled students. However, there is a lack of recognition that the average student now learns primarily online, while working, undertaking many courses at different institutions. 

Much of the report is irrelevant to my recent experience of being a university, and TAFE, student. I did undertake a half semester on campus, but the rest of my studies were online. At one stage I was enrolled in three institutions at the same time. The fact that my university was in another state, or another country, made very little difference to my student experience. What mattered to me as a student was what credit I would get between systems. 

With increasing number of students undertaking micro-credentials, and other sub-degree programs, involving multiple institutions, I suggest more attention needs to be given to the administrative burden for government staff, institutions, and the students. When I attempted cross institutional enrollment in a course, I could not find any way to complete the required paperwork (each institution required me to get permission from the other first). The prospect of registering with the Australian government for student support for just a couple of courses was too daunting, so I paid the course fees with my credit card. Similarly, when enrolling as a TAFE student at the same time, I simply paid directly. As an international online student, I avoided any government paperwork, paying fees directly by credit card (the fees were lower than I had paid for similar courses as a domestic Australian student).

Some initiatives worth expanding did not get a mention in the report. One of these is Open Universities Australia, where institutions (not all universities) cooperate to provide flexible online education. Learning hubs in outer suburbs of cities, as well as regional areas, might be set up under a similar shared scheme. 

The Panel has made useful recommendations about Work Integrated Learning (WIL). However, what is lacking in this and several other areas are academic staff who are qualified to teach these subjects. The major challenge is to either implement mandatory requirements requiring academics to be qualified to teach using these techniques, incentives to encourage them, or both.

Despite the export revenue from, and controversy over, international education, the Australian Universities Accord final report (25 February 2024), waited until recommendation 22 before addressing the topic. The focus of the recommendations is aligment between what Australian tertiary instutions, both universities and vocational education and training (VET) institutions teach, and Australian economic needs. This assumes that the international student's aim is to migrate to Australia (I was an international student but did not move to Canada). The Panel also proposes growing international education in regional and remote areas. Unless there are specific jobs for the students, such as in mining, this seems unrealistic.

Why would a student, particularly a young student, prefer to student in a remote area, which they could study in one of Australia's exciting cities? The mining industry has to provide very high salaries to attract workers. Will regional universities be prepared to offer cut price courses, or a guarantied high salary part time job to students?

More realistic are proposals from the panel to streamline visa processes. Australian universities are dependent two markets: China, and India. As I warned in 2016, a regional crisis could result in the loss of most on-campus international students. Universities need to diversify markets, and delivery methods.

The panel suggests improving alumni engagement in the region. This is certainly one way to boost links, but other more direct forms of marketing should also be used.

The recommendations on international students from the panel are excessively timid. Rather than see international students as a source of funds, and workers, it can be a way to provide a more vibrant environment for domestic students, who are preparing to be part of a global workforce. I presenting a proposal in 2018 to have students of the region working together online.

Producing new knowledge and using research capability


The panel rightly chose to put learning issues before research. With recommendation 24 the panel proposes a an examination of
national research funding. However Australian universities should have already being doping that, routinely, as part of their normal planning.

Panel recommends Australian governments use university research output. However, that presupposes that universities have staff with consulting skills, which are different from research skills. If universities want the results of their research to be used, then academics have to learn new skills. Many universities have made a start with this, by establishing innovation centers to teach entrepreneurial skills. Some of promoted academics with exceptional entrepreneurial knowledge, such as Professor Lachlan Blackhall, the new ANU
Deputy Vice-Chancellor (Research and Innovation).

Unfortunately the most important recommendation for using research capability is buried down in 26:
"e. ensuring that training in entrepreneurial, business, teaching and leadership skills is offered through additional qualifications in parallel with research training in preparation for careers beyond academia"
However, it is not clear that professional skills should be optional for doctoral graduates, and not a core part of their training. The government could take an alternative approach, and require this training, or transfer some of the funding to support professional doctorates, which have as their primary purpose the application of knowledge.

Establish an Australian Tertiary Education Commission

The panel recommends an "Australian Tertiary Education Commission", as an umbrella agency over existing federal higher education bodies. The idea has some merit. However, I spent some time working for the Commonwealth Schools Commission (more on this later), which lacked the powers to be truly effective. Whatever the administrative structure, education will remain a highly political issue.

Improving workforce capability and capacity

Recommendation 31 "b. encourage minimum teaching qualifications for higher education teaching roles" would not be acceptable for schools, or VET, and I suggest should not be for universities. There should be mandatory minimum teaching qualifications for universities. A simple approach would be to set these at the same level as VET, with a Certificate IV, although universities might find it easier to offer undergraduate and graduate certificates (although I found my Cert IV in T&A of more practical use than my Grad Cert in HE).

Centre of Excellence in Higher Education and Research

Recommendations 32 to 36 I suggest could be addressed together. The first is for a "Centre of Excellence in Higher Education and Research". That could then work on the others: 33 Tertiary Education Racism Study, 34 A First Nations-led review, 35 First Nations governance, supported by the last: 36 Data, measurement, and reporting.

Planning the tertiary education system of the future

Recommendation 37 is for the Australian Tertiary Education Commission to look at what tertiary education providers are needed and where. However, there are more fundamental questions to be addressed, in terms of the mix of VET and university, the mix of online and on-campus, and the mix of not and for-profit universities. One major question the Panel did ask is if specialist university should be permitted, which address one area of research. A question the Panel did not ask is if non-research institutions should called universities.

Regional tertiary education and communities

Curiously, than recommendations appear to be listed in order of importance, with the lost important last. Recommendation 39 addresses higher education delivery in regional and remote Australia. Unfortunately the Panel had confused delivery to regional, rural and remote areas, with the location of campuses in those areas. Australia was a pioneer in paper based distance education, 50 years ago. That was enhanced with the Internet and made mainstream by the COVID-19 pandemic. The idea that a student's first consideration of where a campus is belongs in the past. The Panel have some useful recommendations, such as renaming and expanding Regional Study Hubs. However, Australian Government need to seek advice on how to structure higher education more widely, or risk building a system for last century.

In 2013, when considering further study, I first looked at universities in the city where I lived. I then looked at universities within commuting distance. But I quickly dismissed these options, and enrolled at a campus 1,700 km away. For follow on studies I enrolled 17,000 km away, in another country. This was much simpler to do, and cheaper, than enrolling at an Australian university. It is this world Australian universities need to be able to compete in. Campuses are still useful to supplement learning, and research, but are no longer the main game.

Australian Universities Accord Final Report: Mostly Good

The Australian Universities Accord Panel, chaired by Professor Mary O’Kane, has released a 408 page final report (25 February 2024). Some of the suggestions I made in my submission (and no doubt many others made), found their way into the report).

There is also a Summary Report by the Department of Education, which at 34 pages is longer than the executive summary in the actual report, so seems a bit pointless (unless the department just wanted to put its own spin on things).

The report, while mentioning democracy and civic values, emphasizes the economic benefits of research and higher education. It raises issues of low demand from students, casualisation of the university workforce, and financial pressures. Equity also features prominently. The report makes 47 recommendations to address these, and other, issues.

Targets and VET

The recommendations under broad headings, the first of which is the "National Tertiary Education Objective". Interestingly this is proposed for both higher and vocational education, to:

a. "underpin a strong, equitable and resilient democracy
b. drive national economic and social development and environmental sustainability."

Vocational education is mentioned further in the Attainment targets:

a. "a skilled workforce to meet the changing needs of the economy through a tertiary education attainment target of at least 80% of the working age population with at least one tertiary qualification (Certificate III and above) by 2050 compared with 60% in 2023

b. growth in Commonwealth supported places in higher education to achieve this target, more than doubling the number of students in Commonwealth supported places from around 860,000 in 2022 to 1.8 million in 2050 across all age groups

c. growing numbers of younger Australians with a university education, through an attainment target of 55% of 25 to 34-year-olds with a bachelor degree qualification or above by 2050 compared with 45% in 2023, noting that many will also have a VET qualification

d. a strong and growing contribution to tertiary attainment driven by TAFE and the vocational system, with a planning assumption that 40% of 25 to 34-year-olds will have a tertiary level vocational or technical qualification in 2050, noting that some people have both a VET and higher education qualification ..."

As it happens, in my submission to the accord panel, I suggested an 80% vocational target but at a more ambitions Certificate IV level, rather than Certificate III. The panel's proposed target of 55% of young people with a bachelor degree may seem modest, given this is already at 45%. However, we may have already past peak degree, with enrollments dropping, as young people decide a degree is not their best investment. Government would do well to agree with this assessment, and decide to fund more flexible forms of education, rather than traditional bachelors degrees.

Flexible Courses and RPL

Under "A more flexible and responsive skills system" the panel recommends "working with tertiary education providers, industry and business to adopt a consistent, published, national approach to recognition of prior learning (RPL) and credit recognition":

i."address historical, cultural and institutional barriers to RPL and credit recognition

ii.make it easier for students to gain maximum credit for previous study and minimise

the time taken and cost to get a new qualification

iii.include recognising appropriate work experience

iv.improve student mobility to enter, exit and return to tertiary education"

While RPL is routine in VET, the difficulty will be in persuading and educating the university sector in how to do it. While universities could learn much from the VET sector, it will be difficult for the upper end of the university sector to accept this. Part of my day job for several years has been processing applications for credit for prior study, & RPL. This is something I have been formally trained to do in TAFE, & university programs, and though being on the accreditation standards board of my profession, but is not a skill many of my colleagues share, or value. Many universities in Australia share course designs across institutions, and international, where external professional recognition imposes standardization. However, this is not formally recognized, so a time consuming process is required to process every application for every course credit. This could be improved by giving incentives to universities to work together, and train staff.

The panel recognize the need for more flexible qualifications, with a recommendation for modular, stackable qualifications:

"5. That to help Australians quickly get the skills they need to fill jobs that are in shortage, the Australian Government establish a comprehensive system of modular, stackable and transferable qualifications, including microcredentials, consistent with a reformed Australian Qualifications Framework." (Page 19)

This one recommendation is worth a whole report in itself. In my submission, I recommended nested programs, rather than the more ambitious stackable. There is a subtle difference here. A university can create a set of qualifications which a student can undertake in sequence (nested). It is much harder to allow the student to assemble a larger qualification from an assortment of smaller ones (stackable). Even the much easier task of providing standalone micro-credentials is one that universities have been slow to achieve. The level of educational design skills would need to be considerably increased at Australian universities to achieve this aim.

Work Integrated Learning

The panel proposes to have studnts "earn and learn while studying" with a "Jobs Broker" for relevant part-time work, paid by employers.

"7. That to ensure students develop work relevant skills for employment after their study, the Australian Government increase opportunities for students to both earn and learn while studying by:

a. establishing a national brokerage system (‘Jobs Broker’) to support tertiary education students find part-time work and placements relevant to their fields of study. Delivery should be through a provider that charges paid subscriptions by employers. The service should be free for students, and allow them to earn income while studying and reduce cost of living pressures

b. promoting work-integrated learning (WIL) by working with peak bodies for employers, industry, business and tertiary education providers to deliver more WIL opportunities in curricula across all disciplines, and provide training to industry supervisors

c. improving measures of graduate generic skills as part of the Graduate Outcomes Survey and Employer Satisfaction Survey. The Australian Tertiary Education Commission should showcase best practice as part of its ‘State of the Tertiary Education System’ annual report

d. using models like degree apprenticeships that encourage an employment relationship as part of course design." (Page 19)

Again this is a recommendation which deserves a whole report itself, with implications for how higher education is provided. For students to be engaged in significant part time work requires them to be part time students. Flipping the Australian university system from a focus on full time study, to part time would seem radical, but is just a recognition of what has already happened. Much of the stress for students and staff comes from students who are holding down a job while studying full time.

For the last eight years I have been helping teach students undertaking Work Integrated Learning, mostly in groups, but also individual interns. Even in the vocationally orientated filed of computing, during a boom in demand for skills in areas such as cyber security, analytics, and AI, this is not easy. Outside vocationally orientated disciplines, such as computing, engineering, and business, this is going to be especially difficult. There is then the problem of training academic staff to design, teach and assess WIL.

Professional Accreditation

The Panel's recommendations on "Professional accreditation bodies", were slightly jarring for someone who has served on accreditation setting committees. As a member of my profession, I am used to telling universities, and governments, what they have to do, not the other way around.

"9. That to ensure professional accreditation including placement requirements are appropriate for industry and business skill needs, tertiary education providers and the Australian Government, through the Australian Tertiary Education Commission, work with professional accreditation bodies, to agree a code of conduct for these bodies. The code should ensure that any accreditation requirements are evidence-based and proportionate to the gain they provide and that placement requirements ensure that students gain industry relevant skills and experience without imposing onerous placement length and conditions." Page 20

That accreditation requirements should be evidence based is reasonable, and work placements not onerous. However this should be a mutual obligation, with the universities required to show they are teaching & assessing work relevant skills.

One example of where WIL assessment can go wrong is with e-portfolios. Students are told to reflect on what they learned on their placement, without training in how to write reflectively. The approach I have been using for the last few years is to frame the reflective e-portfolio in the form of an application for a job, so it is relevant to the student, and have the careers staff teach this.

Participation targets for First Nations, Low SES, Regional, Rural, Remote and Students with a Disability

In recommendation 10, the panel proposes participation targets for undergraduate university students by 2035: 3.3% First Nations, 20.2% low SES, 24.0% regional, rural, and remote, and current rate for students with disability. These are very modest targets, but even so no penalties for non-achievements, or incentives are proposed. Also by emphasizing university this may not be be in the best interests of studnts woH might benifit from attending VET first.

Building aspiration including through increasing readiness for tertiary education and providing career advice

In Recommendation 11, the panel proposes work by federal, and state governments on "... outreach programs designed to develop familiarity with tertiary education". Harder is to "... ensure post-school pathways are visible and integrated into secondary schooling ...".

Fee-free preparatory courses

The Panel calls for free university preparatory courses. One way to fit this in the current system, I suggest, would be to have the preparatory courses run by the VET sector.

Support to participate and succeed in learning

In recommendation 13 the Panel proposes funding for under-represented groups, to meet the targets set in Recommendation 10. It would have been a bit easier to follow the recommendations, if these had been together. No specific amounts are mentioned, or if this additional funding is to come out out of that already provided to universities. Also there is no mention of developing curricular, materials, delivery techniques to suit these students. As an example, it is likely many of the studnts would benifit from blended programs, delivered in part remotely at home, and on country. Also the content of courses may need to be different. Such course content and delivery techniques would also greatly enrich the leanring experience of other students.

Financial support for placements

The panel proposes in recommendation 14 government funding for work placements in nursing, care and teaching professions. The argument presented, that this would reduce financial hardship, makes no sense, unless the government support is extended to all disciplines.

Student income support

In recommendation 15 the panel asks the federal government increasing allowances and loosening rules. Hard to argue with that, except perhaps to suggest abolishing some of the rules.

Reducing student contributions and reforming HELP repayment arrangements

Of most interest to students will be the panels recommendation 16, to reduce the burden of HELP loans, and in particular the effect of the Job-ready Graduates (JRG) package. At the time it was introduced, many warned charging humanities students as a way to direct them to what the then government saw as more vocationally relevant programs would not work. It did not work, and the studnts should not be further punished for past bad government policy.

While previous recommendations were not specific about money, recommendation 17 proposes universities charging "high fees" (over $40,000) for graduate coursework (I assume a Masters), "be required to re-invest a proportion of income earned back into scholarships and bursaries to support students from under-represented backgrounds to access these courses". This Robinhood approach doesn't appear to be proposed for undergraduate courses, or for international student fees. Also it is a relatively mild levy, being retained within the institution.

Ensuring student safety and experience

The Panel calls for a National Student Ombudsman to handle complaints in recommendation 18. The Australian Government recently announced such an office would be established. It is usual for an industry ombudsman to be funded by the industry members, but there is no mention of funding in the announcement.

More controversial is recommendation 19, calling for student unions funded from student fees. This would go counter to the previous government's approach of cutting off funding to student unions. As an online student for seven years, I was slightly annoyed by services and amenities charges, when they went to the upgrading of facilities I had never seen, and would never use, because they were a thousand kilometers away.

Early at-school offers

Recommendation 20 reads like a cartel wanting to maintain the market share of its members. The panel recommends "early at-school offers for 2025 and 2026 should not be issued before September" to "maintain the integrity of senior secondary certificates". However, if universities are able to determine which students are likely to succeed at studies without certificates, they do not have integrity. If the certificates are no longer of value to universities, they should be modified to suit other users, such as employers, and VET. This would also certificates to emphasize work relevant skills.

Quality learning and teaching

Recommendation 21 shows the Panel placing hope over available evidence, by suggesting measures to "prepare the higher education sector for growth in student numbers". I suggest a further decrease in domestic student numbers is more likely, and would be a better outcome in terms of public policy. However, in any case I agree with the panel about "using proven innovative learning approaches which embrace online and hybrid teaching modalities". However, what is lacking is any proposal for university teachers being required to be qualified to teach. Paradoxically, while universities teach the highest level teachers they have the lowest requirements for teaching qualifications. The panel is not proposing to change that.

Effective Learning Techniques Versus Feeling in Education Policy Development

In the last short talk at Team-Based Learning Collaborative Asia Pacific Community Symposium was by Prof Judy Currey at Deakin University. Professor Currey cited Deslauriers (2019), on the well known phenomenon that students prefer passive learning. It occurred to me that this might also apply to policy makers and legislators, who think that students learn best when listening to a teacher. Fortunately the head of the universities accord review, Professor O’Kane, gets it: "... stressed better tutorial-style teaching to provide for experiential learning and experimentation was needed ...' (Uni graduates lack crucial skills and online study is making it worse, Gus McCubbing and Tom Burton, AFR Aug 22, 2023).

Funding Indigenous Students is Worthwhile if Suitable Courses Are Provided

The Australian Government has extended study funding of indigenous students to those in urban areas, as part of a package of changes in response to the  Interim Report of the Australian Universities Accord inquiry. Professor Andrew Norton has asked if it will make much of a difference? I suggest funding for indigenous students will be beneficial, but only if there are courses, & services, for their needs. As Professor Norton points out, indigenous Year 12 completion rates are low, so bridging will be needed, but the Australian Government is not going to pay for them. I suggest that problem can be sidestepped, by building the needed training into the degree curriculum. This will help all students: urban, rural, indigenous, non-indigenous, domestic, and international.

Professor Norton points out that sub-bachelor programs were excluded from funding previously. But there is an easy workaround which universities use for other studnts, the Professor did not mention: tell the student to enroll in a Bachelor program, then exit early with a diploma (or now the option of a certificate). However, at present such a sub-degree program will likely be just the introductory units of the bachelors degree. What is needed are enabling courses on how to study, and communicate. Such courses would also be of use to non-indigenous, domestic and international students. Particularly in STEM programs, there is a tendency to do the hard science first, and leave the communication and teamwork skills to second and third year. I suggest reversing this for all students, teaching them how to work and learn at the start.

Building what are normally part of enabling courses into degree programs will go some way to solve funding programs. Professors will grumble that all this non-core stuff is at the expect of core subjects. But learning very technical content is of no use if the graduate can't communicate it, can't work in a team, or can't get to graduate because they don't know how to learn. As I have discussed previously in this Blog, these communication, teamwork, and leadership skills are key to the success of any professional.

Another way to support indigenous and other studnts is with online and mobile learning. Students learn best when in the community, not on a campus. Universities can provide all courses online, by default. This allows studnts to meet work and cultural commitments more easily, while studying.

First Legislative Response to the Australian Universities Accord Interim Report

The Australian Government has reacted remarkably quickly to the Interim Report of the Australian Universities Accord inquiry, with legislation: "Response to the Australian Universities Accord Interim Report) Bill 2023". This abolished the rule that said a student had to pass 50% of their courses to keep getting government funding. But Professor Andrew Norton has raised concern about the measures added to ensure universities help these at-risk students may be a burden. However, I suggest good course and assessment design can reduce the need to provide special help to students, & better target when needed. For example regular small assessment tasks can be used to identify students needing help, but with a flexible assessment scheme which doesn't penalize them. Also students can be routinely provided with an online option for their studies (failing to do that, I suggest may breach anti-discrimination law).  

"Providers must have a support for students policy

             (1)  A higher education provider must have a policy (a support for students policy ) that deals with the support provided to the provider’s students to assist them to successfully complete the units of study in which they are enrolled.

             (2)  A higher education provider’s support for students policy must:

                     (a)  include information on:

                              (i)  the provider’s processes for identifying students that are at risk of not successfully completing their units of study; and

                             (ii)  the supports available from or on behalf of the provider to assist students to successfully complete the units of study in which they are enrolled; and

                     (b)  comply with any requirements specified in the Higher Education Provider Guidelines.

             (3)  Without limiting paragraph (2)(b), the requirements may relate to the following:

                     (a)  requirements for the higher education provider’s support for students policy to include specified information;

                     (b)  requirements about the presentation, format and availability of the policy.

Provider to comply with support for students policy

             (4)  A higher education provider must comply with its support for students policy.

Provider must report on compliance with support for students policy ..."

Offering help to studnts may be ineffective, if the studnts do not know it is available, don't know they are eligible for it, don't know they need it, or don't want to take it. As an example, it was only long after being a student I realized I fell into several of the disadvantaged categories. It would have never occurred to me to ask, or accept, help. I would have, and did, rather fail a course, than seek help. Later, with more maturity, I realized I could withdraw from a course before failing, but that was a very confronting, lonely experience.

Australian Universities Accord Interim Report

The  Australian Universities Accord Panel, chaired by Professor Mary O’Kane, has released a 152 page Interim Report (19 July 2023). I have been putting off reading such a daunting document, but it is actually very readable. The report rightly highlights the under representation of First Nations low socio-economic (SES) background, and students with a disability. Also the difficulty of access from regional, rural, remote and outer suburban areas. The need for lifelong  flexible and adaptive learning is also mentioned. These are areas which can be addresses using a mix of online and work integrated techniques. However, that will require news skills of university academics, similar to those vocational teachers already have.

The report argues that "... too few Australians are going to university". In support of this it cites research saying 50% to 55% of jobs in the next few decades will require a degree or other higher education qualifications. However about 40% of the workforce already have a degree, so this only needs an increase of about 10%. Meanwhile only about 30% of the workforce have a vocational qualification, so I suggest that is were the main effort needs to go.

The interim report provides some early recommendations. Here are some comments on them:

Priority Action 1: More RUCs

"Extend visible, local access to tertiary education by creating further Regional University Centres (RUCs) and establish a similar concept for suburban/metropolitan locations."

As the report notes RUCs, essentially small university shopfronts, have been successful. What is not mentioned is how these can complement online learning. Online studnts feel isolated, and this can be overcome with a local facility. 

This is a recommendation which will be politically palatable, being something tangible, and which a politician can cut a ribbon on. 

Priority Action 2: Drop 50% pass rule

"Cease the 50% pass rule, given its poor equity impacts, and require increased reporting on student progress."

This change has already been accepted by government. However, a

Introduced as part of the JRG package, the 50% pass rule disproportionately disadvantages students from equity backgrounds. Enhanced reporting on student progress will increase the focus on improving the success rates of at-risk students. While the Review believes other aspects of the JRG package need reform, this change should proceed at the first possible opportunity.

Priority Action 3: Funded places for all indigenous students

"Ensure that all First Nations students are eligible for a funded place at university, by extending demand driven funding to metropolitan First Nations students."

This is a relatively easy and low cost recommendation for government to implement. There should be a higher take-up rate from metropolitan areas, simply because access to university is easier. However, that leaves many impediments in place. Also I suggest the measure apply to Vocational Education.

Priority Action 4: Extend HE Continuity Guarantee to 2025

"Provide funding certainty, through the extension of the Higher Education Continuity Guarantee into 2024 and 2025 ..."

How long can the can be kicked down the read without rethinking these measures?

Priority Action 5: Improve university governance

"Through National Cabinet, immediately engage with state and territory governments and universities to improve university governance ..."

State and national government are hardly in a position to provide an example of good government, given recent scandals. These include Robodebt, involving illegal demands for payment causing deaths, and the cancellation of the Commonwealth Games, due to a multi-billion dollar cost blowout. Universities have had their own scandals, but are these due to a systemic problem? Who are the people with "expertise in the business of universities" who would join governing bodies? Few academics have qualifications in education. I have a MEd in digital education, and would be happy to be on a few boards. ;-)

Part 2: Areas for further consideration

    A. Putting First Nations at the heart of Australia’s higher education system

Placing First Nations at the heart of Australian universities would require first removing the discrimination which prevents indigenous studnts enrolling, and graduating

    C. Meeting Australia’s future skills needs

I suggest that Australian governments first look to the vocational sector for vocational education, then to universities to supplement that. This requires a transfer of funding from universities to the TAFE system. This also requires incentives for university to train some staff in vocational education techniques. At present proposals such as a national skills passport is not feasible, as university academics lack the skills needed to implement it.

    D. Equity in participation, access and opportunity

While well meaning, talk of "encouraging students from underrepresented groups to aspire to higher education and fulfil their potential" is insulting and misses the point. A student from a group barred access to opportunity doesn't lack aspiration, they just know they will be denied a fair chance. That said, there are some easy changes which can be made. The first and simplest way is to provide online access to learning. 

    E. Excellence in learning, teaching and student experience

It is unfortunate the Review is perpetuating the myth that online learning started with COVID-19. Millions of studnts had studied and graduated online, in the decades before then. Detailed studies had been undertaken to show that students did at lest as well in this environment. The impediment to advancement is a business and marking model for universities to function this way. 

    G. Serving our communities

Universities play a role in communities, however these should not distract from the university's primary missions of conducting education, and research. If those can have local connection, all to the good, but universities should not be positioned as a form of political pork-barreling.

    H. Research, innovation and research training

Australia’s university research is subsidized by international student fees. These have proved remarkably stable, but can't be guaranteed. But this is outside the remit of the Higher Education Whisperer, and I will leave it to the Research Whisperer. ;-)

    B. Strengthening institutional governance 

University governance might be strengthened by increasing democracy. As an example, a majority of places on university councils, and departmental committees for elected students and staff. 

    C. Sustainable funding and financing

The Reviews assertion that "The success of the Australian higher education system relies on a secure, predictable, enduring and sustainable funding system" shows a lack of understanding of the real world. Organisations need to be able to survive despite insecure, unpredictable, funding. Australia's universities have had a relatively stable supply of grants from government, and fees from students. Deteriorating geo-political conditions could see this situation worsen. Universities need to ensure they can operate in less certain financial conditions. As an example, in 2016 I suggested universities be ready to teach online in an emergency, if international studnts could not get to Australia due to a regional emergency. COVID-19 gave a small taste of what such an emergency might be like, but it could be much fater, and more severe, next time.
