Flat-pack Learning Analytics
Greetings from ASCILITE 2023 where Leah Macfadyen just spoke on 'The “IKEA Model” for Pragmatic Development of a Customizable Learning Analytics'. The idea is a kit of code to do analysis from the learning management system, in this case Canvas.

Credit for MOOCs from Australian, North American and European Universities
Grove (2016) reports that a consortium of the Australian National University, University of Queensland, University of British Columbia, Boston University and Delft University of Technology, are
setting up a credit transfer system for MOOCs. All are members of the edX consortium and offer a small number of low cost on-line courses. Students who undertook a
MOOC through one institution would be able to gain credit at any of the
others.
What is interesting about this proposal is that the MOOCs are generally not integrated into the degree programs of the institutions offering them. Not only do the universities need to set up a system to recognize each others MOOCs, but their own. Also each institution only offers a small number of courses, which are usually a short part (typically 4 to 8 weeks) of an existing introductory course.
MOOCs are currently used as a marketing tool by universities to give potential students a taster of a topic, not provide them with a complete educational program. Some of these universities also offer full on-line courses as part of degree programs, but those courses are not part of the edX system, are charged at a higher rate, delivered using different software and part of the same quality control system as face-to-face courses. The University of Queensland has a UQx Design Methodology for Course Development.
If this scheme follows the pattern set by other MOOC recognition schemes, it will not be free and will cost about the same as existing e-learning. Coursera offer "Specialization Certificates", where the student does a series of MOOCs, then a capstone project and receives a university certificate. An example is the University of California, Irvine's Virtual Teacher Program. The student undertakes four courses and a final capstone. The courses are each 2 to 4 hours a week over five weeks. Each course and the capstone is US$66, for a total of US$333.
That may sound cheap, but it is about the same cost as an on-line Certificate IV in Training and Assessment (TAE40110) offered by more than seven hundred Australian Registered Training Organizations (RTO). The RTOs are part of the Australian Higher Education system and as well as offering vocational courses (for plumbers and electricians) they also offer introductory programs for those wanting to go on to university. The MOOC consortia seem to want to reproduce this system, without acknowledging its existence.

Instructional Design for Innovation
The ACS e-Learning Special Interest Group meeting this evening in Canberra is on "Innovations in Teaching Innovation". Normally as the convener I would make notes on what the guest speaker says, but as I am the speaker, I have made some notes in advance.
Who are you to speak on Innovation?
I was the Defence Project Manager for the DBQWindows Project, federally funded to develop a graphical user interface for Australian database software. I have evaluated applications for innovation grants for the Department of Industry, acted as a consultant for patent applications and provided advice on web design for the Beijing Olympics. I have has been a speaker and mentor for Innovation ACT, on the organising team for GovHack and GovCamp Canberra and a judge for Random Hacks of Kindness (Sydney).What are you doing now?
Currently I am tutoring "New Technology Alignment" for the Australian Computer Society Virtual College. The postgraduate students are from across Australia and the UK. Two students are also enrolled in Masters programs at Australian and UK universities.Also I am a masters of Education student and have selected designing an on-line innovation course as my instructional design project.

What other Innovation Programs Impressed You?
The course which most impressed me was the UBC two semester interdisciplinary capstone project for business and engineering students (I visited UBC and discussed it with the staff in 2014).What Could Be Improved?
Current courses tend to be discussing enterprise innovation, not startups which interest young people. Also many of these cruses are conventional lecture and exam based, which does not suit an entrepreneurial approach. Some coruses are integrated with a innovation competition (simian to Innovation ACT), but this creates a rigid structure and requires a year of study.What is Your Solution?
A 12 week e-learning course to teach theory, with students undertaking practical group work in a competition, such as Innovation ACT.More in "Commercialisation and Entrepreneurship in Technology Course Proposal".

Innovations in Teaching Innovation
From January 2015 I am taking over teaching of the Australian Computer Society's "New Technology Alignment" (NTA) on-line postgraduate course. This is offered directly by ACS as part of its postgraduate certificate (register now for courses starting 19 January 2015) and through Open Universities Australia. The course was designed by
Professor Doug Grant and I will be just making some minor updates to the material. But suggestions would be welcome.
In August I met Philippe Kruchten at UBC Electrical and Computer Engineering at the Universality of British Colombia (UBC) in Vancouver, Canada. UBC's "New Venture Design" course (APSC 486), has engineering and business students learn to produce a business plan for a product. The students are encouraged to enter a innovation competition or program as part of the course. After looking at courses on innovation in Canberra, I created "Commercialisation and Entrepreneurship in Technology" which can be undertaken by students as a special topic.Tuesday, September 16, 2014
UBC Flexible Learning Strategy
The University of British Colombia (UBC) have released report detailing their Flexible Learning Strategy. This should be of value to universities in Australia, and elsewhere, facing similar challenges from online competition and a demand for professionally relevant education. UBC's short term strategy is to: 1. improve the learning technology used for blended coruses, 2. develop continuing and professional education programs and, 3. join the edX consortium.
On 22 August 2014 I attended a Flexible Learning Strategy Workshop at UBC's main campus in Vancouver. This workshop was intended for internal staff and so I could not report all the details at the time. The UBC Flexible Learning Implementation Team have now released "Flexible Learning Charting a Strategic Vision for UBC: Vancouver Campus", summarising this and other workshops. Apart from making public that UBC have joined edX (something which the implementation team asked me not to reveal previously, although everyone on the UBC campus seemed to already know), this document sets out the challenges for a large traditional university and some options for UBC to address these challenges.
The issues UBC is seeking to address are:
While these are problems from the point of view of an established university, perhaps the issue should be "flipped" and looked at from the point of view of the view of the customer, that is the student. As a student, I don't want to have to go across town (or across the world) to a set place, at a set time to undertake a set course of study. What I first want is help identifying what education I need for my career (and life) goals, formal recognition for prior learning and recognition of my experience. Only after that do I want to undertake courses, and other forms of education, to fill in any gaps in my education. As much as possible I want to do this without having to attend a campus and at time of my choosing. Also I only want to pay for the education I need and get.
UBC's Executive Summary describes the problem as:
- Increasing focus on vocational education,
- Online competition,
- Demand for mid-career education.

We conclude that in a world in which excellent content and delivery are increasingly available online (and often for free) ..."
Less clearly it goes on to propose a solution:

Such market segmentation may cause problems for the university in that it could end up competing with itself. A product offered by one group of students may be attractive for another group. As an example online courses may be offered for adult "convenience-driven" students, but could also be attractive to younger students who would otherwise have attended a traditional full time on campus program.
Also it is not clear why only practitioners would seek recognition of prior learning and credit transfer. Presumably any student will want credit for what they have already done elsewhere. I know I do and I am increasingly unwilling to sign up for educational programs where this option is not provided.
Three opportunities the UBC report identifies are:
"... we must invest in delivering an outstanding education that is far more than content. These same forces may also unlock university access to new learner and program opportunities, and the potential for collaborations that strengthen a university’s position in the delivery of higher education. Indeed we are already seeing some evidence of this reshaping."It goes on to say:
"(1) strengthening performance in its traditional undergraduate programs through Place-based innovation in curriculum and student experience; (2) addressing adjacent and growing areas of demand for higher education; and (3) building partnerships that allow us to offer our students the most effective learning experiences and widest array of opportunities."By "Place-based" I assume that "on campus" is meant. Growing areas of demand are presumably non-campus based courses and "partnerships" edX and similar.

- Convenience-driven degree-seekers: Adult students wanting an online program.
- Practitioners: Students seeking for prior learning assessment and credit transfer for professional qualifications (which may not be a degree).
- Growth learners: Those seeking education for less career specific goals.

Teaching Innovation at UBC
While in Vancouver for ICCSE 2014 I dropped in on Philippe Kruchten at UBC Electrical and Computer

There is a SFU have a Task Force on Flexible Education. This goes beyond just flipping the classroom with some on-line videos and considers how to redesign campuses and programs of study to make them more flexible.
I met with David Porter from BCcampus, which works to get collaboration between BC's post-secondary institutions. David is the co-author of the course "Ventures in Learning Technology" at the University of British Colombia and will be visiting NSW and Tasmania in early November for open education meetings of OERu. The OERu is providing low cost open educaitonal materials. One which got my attention was the e-Learning Maturity Model (eMM) course.
The SFU Task Force on Flexible Education Terms of Reference are:
The BC Campus Open Textbook Project currently has 62 free open access textbooks available for use.
Meanwhile in Australia, UNE has decided to discontinue its disaggregated approach to charging for on-line courses, where students could undertake a course for $495, plus $35 an hour for group tutoring and $150 an hour for individual tutoring ("UNE shuts down its loss-making MOOCs", Tim Dodd, The Financial Review, 25 August 2014).

- Perform an environmental scan of trends and directions in flexible learning being used at other post-secondary institutions,
- Engage in a broad consultation with the university community on the objectives for and issues concerning the development of flexible learning environments,
- Identify effective and leading-edge practices by referring to the academic literature and efforts undertaken at other institutions,
- Rely on the investigative work carried out in 1. though 4. to establish thematic working groups consisting of members of the university community with appropriate expertise that would explore various aspects of flexible learning and develop recommendations on an institutional strategy for flexible education at SFU, and
- Develop an implementation plan for putting the recommendations into effect, including
a) a resource model which supports the growth and sustainment of flexible education at SFU,
b) a compilation of examples of effective practice that could be adopted and/or refashioned by SFU to create its flexible learning environments, and
c) a support model which facilitates faculty engagement in the use of new technologies and pedagogies.

Future of University Education Being Discussed in Vancouver This Week
Greetings from the University of British Colombia (UBC) where I am attending a Flexible Learning Strategy Workshop. I got off the aircraft from Sydney two hours ago, so this posting may not make much sense. I am here to speak on "Chinese and Australian Students Learning to Work Together Online" at the 2014 IEEE International Conference on Computer Science and Education (ICCSE 2014) which starts tomorrow. I am also speaking to UBC and Simon Fraser University (SFU) people about their e-learning plans next week, but I noticed this seminar was on for staff, but open to anyone, so I signed up.
UBC, like other universities, is under pressure to deliver more vocationally orientated programs which match the best in the world, while containing costs. Also full service universities have to compete with institutions offering specialised education. These issues are very familiar from discussions in Australia. UBC is addressing these issues under the term Flexible Learning.
UBC is formulating its Flexible Learning Strategy in consultation with the university community. Other universities have tended to either ignore the issues, or leap into signing up with some product or consortium. Some of the issues revolve around what the broad mission of a university is and how flexible learning can help this.
UBC has three goals for Flexible Learning:
However, there does not appear to be a specific "strategy" as such, instead there are a collection of projects to address the priorities. This is a similar approach to ANU, which does not have one single approach to education. I did notice that UBC has a draft policy "Use of Learning Materials in UBC Credit Courses", which encourages the use of Creative Commons licenses.
UBC is not new to flexible learning. One of their flexible learning projects which is of interest to me is "Engineering for Sustainable Development" and their UBC's online courses includes "Climate Literacy: Navigating Climate Change Conversations" (through Coursera).
It appears that although UBC already offers courses through Coursera, they UBC is considering joining the edX Consortium. ANU is already a member and has run two free open online courses (I am supervising a post-graduate student who has surveyed the students on their experience). However, it should be noted that membership of such a consortium is not an education strategy in itself (just as installing learning management software is not). The real questions are what you are going to do with the technology, why you are going to do it, how it will help the students (the community and of course the university) and how thousands of staff (and students) are going to learn new skills to implement the strategy.
I took part in the group discussion, the details of which I agreed not to reveal, however the themes were familiar from Australian universities. On a less serious note, transport metaphors seemed to feature in the discussion. One person commented that being asked to envision flexible learning was like asking a bus driver about the future of transport: they may think of a flying bus, but it would still be a bus. Another commented that they felt like they were tied to the bow of a ship and were wondering where it was being steered and by whom.
I will be talking about what I found in Canada, at the ACS e-learning SIG Meeting at the Australian National University in Canberra, 3 September (all welcome).
