Strengthen VET

Students should be able to complete a VET qualification at secondary school, go on to further study in the VET system (while working part-time) and then to university.


Make University More Flexible

  1. Encourage universities to offer nested, standardized programs which offer sub-degree entry and exit points. 
  2. Students should be able to start with a sub-degree program and then continue their studies for a degree. 
  3. Policy needs to recognize that most university students now studying on-line so they can work at the same time.

Teacher's Computing Skills

Good afternoon, I am a computer and educational technology consultant. As an Honorary Senior Lecturer in Computer Science at the Australian National University I teach computer professionals in skills for and with computers. As a member of the Professional Education Governance Committee of the Australian Computer Society I help set the education standards for future professionals. ANU and ACS have made submissions to this inquiry, but my views here as an individual interested in education for work.
 
It is generally agreed that technology will eliminate many jobs. Workers will need better soft and technical skills, plus retraining for multiple careers.
The Australian education system already allows for work-ready learning across schools, VET and university. Some minor adjustments can make the system more flexible.
  1. Strengthen the VET system and have it blended with secondary schooling at the lower end and university at the upper end. Students should be able to complete a VET qualification at secondary school, go on to further study in the VET system (while working part-time) and then to university, still while working. 
  2. Make the university system more flexible. We need to encourage universities to offer nested, standardized programs which offer sub-degree entry and exit points. Students should be able to start with a sub-degree program and then continue their studies for a degree. Most university courses are already blended, but government policy and university practice needs to recognize that most university students now, in effect, studying on-line so they can work at the same time.
  3. Rather than focusing on traditional campus based three years university degrees, I suggest policy should prioritize on-line, nested, programs which offer sub-degree entry and exit points, with the flexibility to study off-campus. 
  4. Soft skills can be addressed in specific university courses and in project work. Soft skills figure prominently in the ANU's "TechLauncher5 program of group project work for STEM students. Techlauncher students undertake team building exercises and have mentors, tutors and clients with industry experience. Some of this looks like fun, where students play with Lego, but there is also a lot of hard work on team and client relationship skills.
  5. In addition, we need teachers in schools, VET and university, who have training and formal qualifications in how to teach these skills. This is particularly a problem in universities where academic staff have higher research degrees, but minimal teacher training. Academics need formal teaching qualifications.

Higher Education in Australia: Short Sharp and Mobile

I have been asked to write a short opinion piece on the future of higher education in Australia, so I thought I would draft it here:

The future of Education: it’s the Internet stupid! 

Higher education now has more than 50% of courses delivered online, and this is increasing. Many qualifications are delivered entirely online. What are the implications for this for the professions? In the future, qualifications may be more ‘deciCredentials'.

It is an interesting time to be teaching at an Australian university. Business is booming, with international record  enrollments. However, international enrollments are subject to the vagaries of international politics. At the same time, Australian industry and government are urging universities to produce work-ready graduates. There is also concern over creeping credentialism.


Imagine a future where you can begin your higher education at secondary school, then have the choice of a government vocational institution, a private college, or a  university (public or private). Imagine if you could study online while working, or looking after the family. Imagine you only need to attend campus for hands-on instruction, which may be a few days a year, or never. Imagine if you could present evidence of your existing skills and knowledge, thus avoid unnecessary courses. Imagine if you could enroll in multiple institutions and even study overseas, without leaving home. Imagine if you could study via your smartphone.

This future is here right now. In 2011, at the urging of the institution where I was a part-time lecturer, I signed up for some teacher education. This was to take six months, on the other side of the campus. Instead, I spent the next six years, studying on-line at three institutions, 10 km, 1,000 km and 13,000 km away. I never attended a class at any of these institutions, studying via my laptop and smart phone from wherever I happened to be. From this mash-up of courses, I was able to gain a graduate certificate, a vocational certificate, and a Masters Degree. This is the new normal of higher education: on-line and global.

Australia has a higher education system which is already setup for this bespoke on-line education. The system extends from upper secondary school through trade certificates to advanced post-graduate university degrees. The system accommodates everything from apprenticeships for plumbers to research doctorates for computer professionals. The system has about one hundred government-owned universities and TAFEs, thousands of private registered training organizations and one for-profit private university. Providers are offering higher education at school, on-line and via a smart phone.

Today's students will have many careers and so need a general education, regularly topped up with short intensive training and skills recognition. But we do not need to Uberize higher education to do this. We just need to free up some of our thinking about what education is and provide the right incentives for students and institutions.


One way to a better future would be for university Professors to swallow their pride and learn from the VET sector. Australia's elite research universities could also learn from the approach already taken by Australia's on-line teaching universities.

University qualifications can be nested so that a student can complete a vocationally useful first qualification in less than the three years required for a Bachelor Degree. Students can instead start their study with a certificate or diploma, of six months to a year. They can then top this up with an advanced diploma or degree. Institutions can be given financial incentives to offer nested qualifications and students given incentives to take them.

Universities can require staff to obtain a formal educational qualification, as the VET sector does, so academics know how to teach. University academics have been reluctant to do this, and a level of compulsion may be required, with government funding and accredited being withdrawn from institutions without qualified staff.

University qualifications can be defined, as they are in the VET sector, regarding knowledge and skills required and how those skills can be demonstrated, so students can present evidence instead of undertaking a course. Knowledge and skills definitions can be standardized between programs and universities, so students need not repeat the same work, over and over.  As in the VET sector, courses can be on-line by default. Where a skill needs to be learned hands-on, students can have the option of learning on-the-job, rather than on campus. Such a system would be very complex to introduce Australia wide by regulation, and instead funding incentives could be used to promote consortia to undertake this approach.

Background


Australia's first university, the University of Sydney, was founded in 1850, with the dual purposes of cultural enrichment and economic advancement:
"Whereas it is deemed expedient for the better advancement of religion and morality and the promotion of useful knowledge, to hold forth to all classes and denominations of Her Majesty’s subjects resident in the Colony of New South Wales, without any distinction whatsoever, an encouragement for pursuing a regular and liberal course of education ..." University of Sydney Act 1850 (UK), Public Statutes of New South Wales
Distance education commenced at the University of New England in 1955. There were misgivings over "Degrees by Correspondence", much like today's concerns over Internet degrees. However influenced the design of distance, open and on-line universities around the world:
"We had been fortunate in attracting to the Open University in 1969, for a spell of three months, Mr Howard Sheath, who had been Head of the External Division of the University of New England for many years." (Perry, p. 59,  1976).

Australia's first short vocational course was two hundred years before this, aboard the first fleet, with a Royal Navy officer teaching reading to the convicts on their way from England (Whitelock, 1974).

Tertiary education in Australia today is provided by 43 universities, 40 state government technical and further education (TAFE) institutions and more than 4,000 Registered Training Organizations (RTO). The TAFEs and mostly probate RTOs are collectively referred to as Vocational Education and Training (VET).

Australian Qualifications Framework Levels 1 to 10


In 1995 the Australian Qualifications Framework (AQF) was introduced to fit the education provided by government and private institutions, schools, VET and universities, into one system. The AQF has ten levels, from 1 (to prepare for a first job), to 10 (doctoral degree).

Levels 1 to 3 of the AQF are offered by VET. Universities, and VET offer the AQF middle levels, 5 to 7 awarding Diplomas, Advanced Diplomas and Bachelor Degrees. The graduate levels, 8 to 10, Graduate Certificate, Masters and Doctorate,  are offered mostly by universities.

VET institutions offer nationally standardized qualifications. There are almost 1,500 qualifications, built from 17,000 units of competency. Units of competency can be used in multiple qualifications, with the units "Lead and manage organizational change" (BSBINN601) used in 28 qualifications. Each unit of competency is defined in terms of the outcome and assessment. While the qualification and unit definitions are standardized and public, the method of instruction and course materials are up to the individual institutions. Even so, the units of competency are interchangeable between institutions, with students able to obtain credit from one institution for units completed at another.

Universities currently offer less standardized qualifications. Unlike the VET sector, each university designs its own degrees and courses. Some universities offer hundreds of different degrees, made up of thousands of courses, none of which are offered at any other institution. A student transferring between universities will be offered some credit for previous study, but will likely not be granted credit for all their work, due to the lack of standardization.

A level of degree standardization is imposed by external accreditation and professional bodies, such as the Australian Computer Society. However, the accrediting body only specifies what needs to be broadly covered in a program.

Open Universities Australia (OUA), a consortium of Australian universities, offers 61 degrees, 101 post-graduate programs and more than 1,300 courses. Students of OUA can select courses from multiple universities in the consortium and credit these to a degree from one.

Shorter Courses

A Bachelor Degree from a university requires three years full time study. This is usually assumed to require twice as long for part time study, but students typically take longer. That is a very long time between enrollment and being able to present a qualification to a prospective employer.

The VET system typically offers certificates, requiring 3 to 4 months full time study, which may be nested with a longer diploma or advanced diploma. The student completing a certificate at one institution can apply to another for further study, with all completed work being counted, due to national standardization.

VET also provides for "Recognition of Prior Learning" (RPL), where a student presents evidence of already having the knowledge and skills required. This can considerably shorten study time. As an example, I obtained 80% of a Certificate IV in Training and Assessment, based on my prior university education and teaching experience.

RPL is less common in the university sector than VET. However, recognition of forms of learning outside formal courses is becoming more common. Students may be required to gain experience in a workplace, providing evidence through a journal, project report, or reports from supervisors. This apprentice or intern approach is common in VET vocational programs and some university professional degrees in health care and engineering.

Discussion Paper on The Future of Australian Universites

The Australian Universities Accord Panel, chaired by Professor Mary O’Kane, has released a 44 page Discussion Paper. I submitted Some Thoughts on the Future of Australian Higher Education in December.

There are a series of questions in the paper. Here is my attempt to answer some. An underlying these in these, I realised later, was to make Uni more like TAFE, with shorter, nested, competency based, work integrated courses, delivered by people trained to teach:

Role of higher education:

  1. "How should an Accord be structured and focused to meet the challenges facing Australia’s higher education system? What is needed to overcome limitations in the current approach to Australian higher education?
  2. How can the diverse missions of Australian higher education providers be supported, taking into account their different operating contexts and communities they serve (for example regional universities)?
  3. What should the long-term target/s be for Australia’s higher education attainment by 2030 and 2040, and how should these be set and adjusted over time?"

There is enough in just these three questions to keep academia busy for decades. I suggest the diverse mission of Australian higher education can be supported by allowing for a diversity of institutions. In particular vocational education needs to be strengthened, to become the first option for post-school education, not just something you do if you can't get into a  university. A reasonable aim would be to have 80% of the 25-34 year old population with at least an AQF Level 4 Qualification (Certificate IV). This would be more useful goal than aiming for a bachelor's degree for the majority of the population.

Challenges and opportunities for the higher education system

4. "Looking from now to 2030 and 2040, what major national challenges and opportunities should Australian higher education be focused on meeting?

5 How do the current structures of institutions, regulation and funding in higher education help or hinder Australia’s ability to meet these challenges? What needs to change?

6 What are the best ways to achieve and sustain future growth in Australian higher education, given the changing needs of the population and the current pressures on public funding?

7 How should the mix of providers evolve, considering the size and location of existing institutions and the future needs of communities?"

The challenge I suggested Australian universities face in 2016 was how to provide quality education online. I warned that international students could be prevented from getting to Australian campuses, due to a regional crisis. Unfortunately universities failed to heed this warning, and were largely unprepared when COVID-19 struck.

However, I also warned of a longer term challenge with competition for international and domestic students from offshore, and online universities. Australian universities are also failing to meet this challenge, assuming that with COVID-19 receding, they can scale back ad-hoc online learning. As a result, international and domestic studnts will choose to study elsewhere.

Challenges and opportunities for the higher education system

9 "How should Australia ensure enough students are studying courses that align with the changing needs of the economy and society?

10 What role should higher education play in helping to develop high quality general learning capabilities across all age groups and industries? 

11 How should Australia boost demand from people to study in the higher education system? 

12 How should an adequate supply of CSPs be sustained and funded, as population and demand increase?"

Australian governments can fund vocational education programs in areas of demand. Some of those students can then go on to university study. This will ensure that there are incentives for study in particular fields, without burdening the taxpayer with the entire cost.

Universities can provide work integrated, competency based, nested programs, which allow new and mature students to gain the skills they need quickly. A student should be able to undertake a microcredential which takes only a few weeks study, and have that count towards a certificate, diploma, and degree.

Collaboration with industry

13 "How could an Accord support cooperation between providers, accreditation bodies, government and industry to ensure graduates have relevant skills for the workforce?

14 How should placement arrangements and work-integrated learning (WIL) in higher education change in the decades ahead?"

Professional associations have a key role in setting the standards for the professions. 

Unpaid internships should be outlawed through state and federal legislation. Those industries willing to pay for trainees will get staff. Those companies unwilling to invest in their future will not have a future.

Lifelong Learning

15 "What changes are needed to grow a culture of lifelong learning in Australia?

16 What practical barriers are inhibiting lifelong learning, and how can they be fixed?"

A major impediment to life long learning is the assumption that school leavers attend a campus full time for three years to obtain a degree for a first job. Shorter qualifications, part time, and mature students are therefore seen as an afterthought by universities. This can be changed by requiring universities to offer online, nested, qualifications which suit mature working students. 

Connection between the vocational education and training and higher education systems

17 "How should better alignment and connection across Australia’s tertiary education system be achieved?

18 What role should reform of the AQF play in creating this alignment?

19 What would a more effective and collaborative national governance approach to tertiary education look like?

20 How can pathways between VET and higher education be improved, and how can students be helped to navigate these pathways? 

21 How can current examples of successful linkages between VET and higher education be integrated across the tertiary education system? 

22 What role do tertiary entrance and admissions systems play in matching learners to pathways and supporting a sustained increase in participation and tertiary success?"

Better alignment can be achieved by directing more of the funding to the vocational sector, so it becomes the first choice for students leaving school. That will then give the vocational sector the power to negotiate alignment with universities, as most university entrants will be coming from the vocational sector, and that sector will be able to influence which university they select.

The tertiary entrance and admissions systems are poor at matching learners to pathways, and should be scrapped.

Solving Big Challenges

23 "How should an Accord help Australia increase collaboration between industry, government and universities to solve big challenges?

24 What reforms will enable Australian research institutions to achieve excellence, scale and impact in particular fields?

25 How should Australia leverage its research capacity overall and use it more effectively to develop new capabilities and solve wicked problems?

26 How can Australia stimulate greater industry investment in research and more effective collaboration?"

Australian government can consult the education sector, as well as others, when setting national priorities.  They can then allocate funding for universities in accordance with those priorities.

Compulsory industry training for research students will help increase impact. There is little point in having excellent research if the researchers do not see it as part of their job, and do not have the skills, to put that research into practice.

Research Workforce

27 "How can we improve research training in Australia including improving pathways for researchers to gain experience and develop high-impact careers in government and industry?"

The Australian Government can improve pathways by transferring funding from research doctorates to professional doctorates. Professional doctorates provide more rounded, useful graduates for government and industry.

Academic Preparadness

28 "What is needed to increase the number of people from under-represented groups applying to and prepared for higher education, both from school and from other pathways?

29 What changes in provider practices and offerings are necessary to ensure all potential students can succeed in their chosen area of study?"

Open universities have for decades shown how to provide for under-represented groups, by offering part time, online studies, recognising prior experience as being as valuable as formal study.

Addressing barriers to access

30 "How can governments, institutions and employers assist students, widen opportunities and remove barriers to higher education?

31 How can the costs of participation, including living expenses, be most effectively alleviated?"

Governments can increase funding for vocational education, to make it the default pathway to university. Government can require universities to make online, part time, work integrated learning the default option.

Training can be provided to university program and course designers to show them how to design out the privileged assumptions built into current university programs. Government can require universities to built in study skills courses to programs, rather than have these an optional extra for disadvantaged students.

System-wide approaches to increasing access and equity

32 "How can best practice learning and teaching for students from under-represented groups be embedded across the higher education system, including the use of remote learning?

33 What changes to funding and regulatory settings would enable providers to better support students from under-represented groups in higher education?"

Governments, and professional accreditation bodies, can make teaching qualifications for university teaching staff mandatory. Staff will then have the skills needed to design out the discrimination currently built into courses, due to lack of competence.

Communities

34 "How should the contribution of higher education providers to community engagement be encouraged and promoted?

35 Where providers make a distinctive contribution to national objectives through community, location-based or specialised economic development, how should this contribution be identified and invested in?"

Community engagement can be fostered by building on social enterprise programs run through organisations such as the Canberra Innovation Network. Academics and their students, need specific training in how to identify community needs, and how to talk to the community. This can be built into professional curricular, as is done in the ANU School of Computing's Techlauncher Program.

Regulation and governance

36 "What regulatory and governance reforms would enable the higher education sector to better meet contemporary demands?

37 How could a more coherent and dynamic national governance system for higher education be achieved?"

One of the strengths of the Australian education system is the mix of federal state and non-government. The temptation to simplify, and centralise, should be resisted.

Academic workforce

38 "How can the Accord support higher education providers to adopt sector-leading employment practices?"

The Accord can recommend legislation making wage theft a crime, with jail terms for the Vice Chancellors where institutions deliberately, and systematically, steal money from their staff.

The problem of insecure employment can be addressed by ensuring that doctoral students are trained for jobs which exist in government, or industry, and not given the false impression they have a well paid secure future in academia. With the ability to get a job elsewhere, academic staff will be much harder for universities systematically to exploit.

Quality experience for students

39 "What reforms are needed to ensure that all students have a quality student experience?

40 What changes are needed to ensure all students are physically and culturally safe while studying?"

Having students first undertake vocational education, and paid employment, will ensure more maturity on entry to university. Compulsory courses on study skills can incorporate familiarly with what students can expect, and how to complain when they don't get it. Compulsory group work for new students can incorporate cultural sensitivity training.

Compulsory training for teachers in how to teach can incorporate cultural sensitivity training.

Research quality

41 "How should research quality be prioritised and supported most effectively over the next decade?"

The Australian Government can fund the development of an international university ranking scheme which prioritises education quality over research quantity. This will correct the current imbalance where universities strive to maximise the production of research papers, at the expense of quality, to achieve a high ranking, and thus attract students. 

Academic integrity

42 "What settings are needed to ensure academic integrity, and how can new technologies and innovative assessment practices be leveraged to improve academic integrity?"

Academics can be trained in how to design courses which incorporate authentic work integrated assessment, rather than essays and exams. This will be more effective than continuing the arms race between AI to create essays, and AI to detect them.

International Education

43 "How should the current recovery in international education be managed to increase the resilience and sustainability of Australia’s higher education system, including through diversification of student enrolments from source countries?

44 How can the benefits of international education be shared broadly across the system, including in regional areas, and what level of reporting should there be?"

The resilience of Australian Higher education can be increased by providing a quality online option. A condition of funding of Australian universities should be cooperation, not competition, with international marketing. Existing cultural contacts with Vietnam, Indonesia, and the region, should be exploited.

The Australian Government should scrap the New Colombo Plan, and instead fund a virtual Colombo program, which subsidises students from developing nations to study online alongside Australian students.  

Investment and affordability

45 "How should the contribution of different institutions and providers to key national objectives specific to their location, specialist expertise or community focus be appropriately financed?

Q46 How can infrastructure development for higher education be financed, especially in regional and outer urban locations?"

Government funding of regional campuses should be conditional on those campuses being shared, between institutions, and with the local community.

Commonwealth funding for higher education research and teaching and learning

47 "What structure of Commonwealth funding is needed for the higher education sector for the system to be sustainable over the next two decades?"

Funding for teaching and learning should continue to be limited to accredited institutions, public and private. Rather than open degree awarding to a larger range of institutions, students should be encouraged to obtain more vocationally relevant sub-degree qualifications. The current degree awarding institutions can then be incentivised to grant credit to a degree for these.

Student contributions and the Higher Education Loan Program

48 "What principles should underpin the setting of student contributions and Higher Education Loan Program arrangements?

Government should fully fund the equivalent of one Certificate IV for each Australian citizen, with subsidies reducing as the student completes each higher level of study.

Job-ready Graduates (JRG) package

49 "Which aspects of the JRG package should be altered, and which should be retained?"

Undergraduate Certificates should be retained as part of nested degree programs. However, the option of the student undertaking this in the vocational sector should be encouraged.

Educating the Future Workforce

The Select Committee on the Future of Work and Workers has invited submissions on the impact of technological change. Here are some thoughts on the subject of how well the education system suits the need for a more flexible workforce.

Australia needs an education system which is short sharp and mobile.

The Australian education system already allows for work-ready learning across schools, VET, and university. Some minor adjustments are needed to make the system more flexible:

1. Strengthen the VET system and have it blended with secondary schooling at the lower end and university at the upper end. Students should be able to complete a VET qualification at secondary school, go on to further study in the VET system (while working part-time) and then to university.

2. Make the university system more flexible: Encourage universities to offer nested, standardized programs which offer sub-degree entry and exit points. Students should be able to start with a sub-degree program and then continue their studies for a degree. Most university courses are already blended, but government policy and university practice need to recognize that most university students now, in effect, studying on-line so they can work at the same time.

Teachers computing skills should be developed as part of their standard formal education, not some ad-hoc bolt-on program. Teachers teaching computing should be full, formally, dual-qualified in computing and teaching. Australia already has better systems for doing this than the UK.

Students should be encouraged to undertake STEM subjects at school, through subjects which address real-world issues of concern to students and having computer professional role models with whom  students can identify. This requires, for example, project-based work addressing issues such as climate change.

Innovation and hacking competitions can help make make STEM look exciting for students. 

Rather than focusing on traditional campus-based three-year university degrees, I suggest policy should prioritize on-line, nested, programs which offer sub-degree entry and exit points, with the flexibility to study off-campus.

Soft skills can be addressed in specific university courses and project work. Soft skills figure prominently in the ANU's "TechLauncher" programs of groups project work, which I help teach. 

Techlauncher students undertake team building exercises and have mentors, tutors, and clients with industry experience. Some of this looks like fun, where students play with Lego, but there is also a lot of hard work on team and client relationship skills. E-portfolios can also be used.

Also, we need teachers in schools, VET, and university, who have training and formal qualifications in how to teach these skills. This is particularly a problem in universities where academic staff have higher research degrees, but minimal teacher training. Academics need formal teaching qualifications.


Diversity can be improved by offering STEM subjects which address real-world issues of concern to students and having computer professional role models who students can identify with. This requires, for example, female computing teachers.

As well as students fresh out of school, the same techniques can be used for re-skilling adults. On-line and blended learning, incorporating recognition of prior learning (RPL) and recognition of concurrent learning (RCL) are particularly useful. E-portfolios can be used for ensuring skills standards are met. Australia's VET system was set up with this need in mind.

This is a submission to the inquiry on the impact of technological and other change on the future of work and workers in Australia1, reference “6. any related matters”.
These are some thoughts on the subject of how well the education system suits the need for a more flexible workforce.
Australia needs an education system which is short sharp and mobile2.
The Australian education system already allows for work-ready learning across schools, VET and university. Some minor adjustments are needed to make the system more flexible:
  1. Strengthen the VET system and have it blended with secondary schooling at the lower end and university at the upper end. Students should be able to complete a VET qualification at secondary school, go on to further study in the VET system (while working part-time) and then to university.
  2. Make the university system more flexible: Encourage universities to offer nested, standardized programs which offer sub-degree entry and exit points. Students should be able to start with a sub-degree program and then continue their studies for a degree. Most university courses are already blended, but government policy and university practice needs to recognize that most university students now, in effect, studying on-line so they can work at the same time.
Teacher's computing skills should be developed as part of their normal formal education, not some ad-hoc bolt-on program. Teachers teaching computing should be fully, formally, dual qualified in computing and teaching. Australia already has better systems for doing this than the UK.

Biography: Tom Worthington is a computer professional, who advises on using technology for teaching and also does some part time teaching of computing at tertiary institutions. A Certified Professional8 member of the Australian Computer Society, in 2015 Tom received a national gold Digital Disruptors Award for "ICT Education" and in 2010 was Canberra ICT Educator of the Year. He previously worked on IT policy for the Australian Government and in 1999 was elected a Fellow of the Australian Computer Society for his contribution to the development of public Internet policy. He is a Past President, Honorary Life Member, Certified Professional and a Certified Computer Professional of the society as well as a Fellow of the Higher Education Academy, a voting member of the Association for Computing Machinery and a member of the Institute of Electrical and Electronics Engineers.

University Dropouts Do Okay

Luckman and Harvey (2019) report that those who don't complete their Australian bachelor degree go on to earn more that those who do. This apparent paradox is explained by university dropouts completing some other form of post-school qualification. In particular those completing vocational education, such as at a TAFE, go on to earn more, on average, than degree holders. Also those to don't complete a degree at the first attempt are likely to start studying again later, at another university.

That our education system provides alternatives to a degree, and second attempts, I suggest shows the strength of the system. However, as I suggested to the Australian Senate Committee on the Future of Work and Workers, at Parliament House in Canberra last year, this could be improved with nested qualifications, and standardized curricular.

Nested qualifications would allow someone who can't complete their degree to leave with a sub-degree qualification (such as a certificate, diploma, or advanced diploma). Standardized curricular would allow the student to gain full credit for their incomplete studies at another institution. At present the student who leaves university without completing a degree likely gets no qualification at all, and if they apply elsewhere will have to redo much of what they have already done. The VET sector has applied both these approaches successfully.

Improving retention and completion for students in higher education

The report "Improving retention, completion and success in higher education" (Australian Department of Education and Training, 6 June 2018) makes 18 recommendations to improve student retention.  Many of the recommendations seem a little pointless, such as the first, suggesting institutions give students "the best chance to complete their studies". However, some are more significant, such as recommending nested courses and allowing for trimester structures. Unfortunately the report is of little practical value as it concentrates on internal on-campus students, whereas most Australian students are now studying externally online.
The report notes that the attrition rate for external students is about two and a half times that of internal students and the number of such students is rising. What the report does not point out that this is partly a correlation, not a causal relationship. The factors which cause students to enroll externally also result in the dropping out at a higher rate.
The report suggests that "Curricula for external courses must be designed with the external student in mind and must utilise the benefits of contemporary technology in course design". However, the report doesn't address the change which has already taken place in Australian higher education: most students now study externally online off-campus. Most of these students are officially enrolled as internal on-campus students, but don't come to lectures and only attend where required. 

Rather than address the needs of these students, government policies and some university practices are trying to force these students to attend when they do not need to or want to. Instead, I suggest the curricula for all courses needs to be designed with the external students in mind. Universities and government policy makers need to accept that students stopped coming to class years ago and change policy and practice accordingly.

"Recommendations

Expectations of completion in the current context

  1. As a first priority, institutions should ensure students who have the capacity to succeed in higher education are given the best chance to complete their studies through the appropriate provision of academic and other support services as required of them by the Higher Education Standards Framework.

Supporting students to make the right choices

  1. School students and mature-age people need better access to effective career advice. The National Career Education Strategy, due to be released in 2018, should be closely monitored to identify improvements in the area of student career advice, including study options and pathways, and information about the post school learning environment. This strategy should also be expanded to include mature-age students or a separate strategy should be initiated for this cohort.
  2. Career advice cannot be left to schools. Every higher education institution should ensure that their students are given the opportunity for career planning and course advice on entry to the institution and as they require it throughout their studies.
  3. Where and how student success, completions, retention and attrition data is made accessible to students should form part of considerations by the Department of Education and Training in the establishment of a new online information platform.

Supporting students to complete their studies

  1. Every institution should have its own comprehensive student-centred retention strategy, which is regularly evaluated. These strategies could include institutional retention benchmarks and, as appropriate, processes for entry and exit interviews, the integration of data-based risk analytics and targeted support interventions, a suite of support services and a means to re-engage with students who have withdrawn.
  2. Institutions should automatically review the enrolment of all students who have not engaged in their studies to an agreed level by the census date.
  3. Institutions should pay particular attention to ensuring their support services are meeting the needs of external students who are not regularly attending campus because these students are identified as at risk of not completing their studies.
  4. Every institution should have an institution-wide mental health strategy and implementation plan.
  5. Institutions should increasingly offer nested courses, which are appropriate and compliant with the Australian Qualifications Framework, to provide students with a greater range of exit options with meaningful qualifications.

Sharing best practice

  1. There is already a wide variety of approaches to sharing best practice within the higher education sector. However, these approaches are not always scalable or frequently evaluated. Peak bodies should collaborate to develop streamlined processes to collect and disseminate best practice, with support from the Department of Education and Training. A dedicated website could be established for this purpose.

Clarity of definitions and enhancing transparency

  1. The higher education community should work together with the Department of Education and Training to ensure a greater understanding and clarity of definitions in attrition, retention, success and completions data. The Department should continue to measure and publish adjusted attrition, retention, student success and completions data.
  2. At present some institutions have a trimester structure of teaching and this can lead to different timings for assessment, graduation and reporting. As a result, students who complete Semester 1 and 2 and enrol in Semester 3 but not Semester 4 are recorded as not completed. Consequently, the definition of attrition should be changed to reflect the trimester teaching structure.
  3. The adjusted attrition rate should be the primary measure of attrition published for domestic commencing bachelor students.
  4. The Department of Education and Training should further develop and publish the calculation of attrition rates that take into account key student characteristics so as to better reflect institutional differences.
  5. The Department of Education and Training should report attrition among non-university higher education providers on a similar basis to its reporting of Table A and B universities.
  6. The Department of Education and Training should publish attrition data at more disaggregated levels, for example, by institution, by study area and by student characteristics.
  7. The Department of Education and Training should establish a common student identifier to better understand student pathways across tertiary education with a view to working with State and Territory Governments to establish a common student identifier across all levels of schooling.

Accountability and regulation

  1. TEQSA already has sufficient powers in relation to provider compliance with the Higher Education Standards Framework in terms of the identification and tracking of students at risk with support strategies in place, analysis of student performance and evidence on reasons for attrition. TEQSA should continue to take account of every institution’s retention performance in assessing whether these standards are being met."

Planning the Future of Work

Greetings from Parliament House in Canberra, where I have just talked to an Australian Senate Committee on the Future of Work and Workers, just after the Vice Chancellor of the ANU and alongside the AIIA. The committee had my short written submission. Here is what I planned to say. What I said and the Q&A will have to await the release of Hansard.

Good afternoon, I am a computer and educational technology consultant. As an Honorary Senior Lecturer in Computer Science at the Australian National University I teach computer professionals in skills for and with computers. As a member of the Professional Education Governance Committee of the Australian Computer Society I help set the education standards for future professionals. ANU and ACS have made submissions to this inquiry, but my views here as an individual interested in education for work.
 
As you have heard from other speakers, it is generally agreed that technology will eliminate many jobs. Workers will need better soft and technical skills, plus retraining for multiple careers. I am example of this having had one career as a computer programmer and then retraining in Australia and North America as an educator.
The Australian education system already allows for work-ready learning across schools, VET and university. Some minor adjustments can make the system more flexible.
  1. Strengthen the VET system and have it blended with secondary schooling at the lower end and university at the upper end. Students should be able to complete a VET qualification at secondary school, go on to further study in the VET system (while working part-time) and then to university, still while working. One area which can be addressed is to allow conditional student loans for shorter VET programs, particularly certificate IV.
  2. Make the university system more flexible. We need to encourage universities to offer nested, standardized programs which offer sub-degree entry and exit points. Students should be able to start with a sub-degree program and then continue their studies for a degree. Most university courses are already blended, but government policy and university practice needs to recognize that most university students now, in effect, studying on-line so they can work at the same time.One issue which needs to be addressed is international student visa conditions. Students are currently required to maintain a full time study load, which imposes considerable stress on them and their instructors. This could be reduced to a three quarter load and allow for more on-line study.
  3. Rather than focusing on traditional campus based three years university degrees, I suggest policy should prioritize on-line, nested, programs which offer sub-degree entry and exit points, with the flexibility to study off-campus. The ANU Vice Chancellor mentioned micro-credentials in his evidence.
  4. Soft skills can be addressed in specific university courses and in project work. Soft skills figure prominently in the ANU's "TechLauncher5 program of group project work for STEM students. Techlauncher students undertake team building exercises and have mentors, tutors and clients with industry experience. EY Suggests More University Completions for Productivity Increase

The Productivity Uplift from Better Outcomes for Our University Students was commissioned by the Australian Government from EY. The report suggests more university completions would increase economic productivity. However, I suggest the report's authors made some unjustified assumptions, and if implemented the report's recommendations would reduce, rather than increase productivity. 

The 27 page report emphasizes "job-ready" graduates, suggesting a productivity uplift from improved graduate outcomes. I teach work skills to undergraduate and postgraduate students, so would welcome any way to improve these, but EY's approach makes a few questionable assumptions.

EY's report suggests that aligning graduate skills with workforce needs would boost economic growth. However this leaves out the Australian Vocational Education and Training (VET) sector. VET is specifically intended to provide intimidate skills for jobs. In contrast vocational education is only a part of what universities do. Abandoning research and the fostering of advanced skills by universities, and instead focusing on short term job skills will harm the Australian economy in the long term. This focus will turn out graduates who can meet intimidate needs, but not create new industries, or have the skills to work in them.

The EY report points out that the proportion of students completing their degree after nine years has fallen from 75% in 2009 to 66% in 2017. The claim is that improving
completion rates, could save money. However, this assumes that these students learned nothing useful in their non-completed studies, and that the three year degree is the best way to learn vocationally relevant skills.

There are some easy and inexpensive ways to increase the completion rates of students. I suggested some in my submission to the Senate last year.  

 The simplest way to increase completion is to have students undertake shorter, nested university programs, combining VET and university. Students can be encouraged to undertake shorter certificate and diploma programs at TAFE, before university. Government can also encourage universities to offer nested programs, where the students get vocationally useful qualifications, on their way to a degree.

Other ways to increase completion rates are to provide quality online part-time programs, and improve the teaching skills of university academics. At present, online education is seen as a poor substitute for on-campus face-to-face education. However, research shows there is no significant difference between the two.

In reality most Australian university students who are officially enrolled on campus are not attending most of their classes. These are really blended mode students. Unfortunately university academics have not been trained to teach in this mode and are instead giving lectures to mostly empty classrooms, with the recordings of the lectures being watched by students. This is a poor quality form of online education, but most academics have not been given the training to do any better.

Facilitating Success for Students from Low Socioeconomic Status Backgrounds at Regional Universities

The report "Facilitating Success for Students from Low Socioeconomic Status Backgroundsat Regional Universities" by Marcia Devlin and Jade McKay has been published by Federation University Australia. There are no real surprises in this 110 page report. Some of the suggested areas for policy reform seem a little naive.

The research found eight factors for the success of students:
  1. Students’ own attitudes
  2. Family support
  3. Financial security and sustainability
  4. Reliable technology
  5. Understanding and responding to the particular circumstances and needs of students
  6. Facilitating students being and feeling connected to university
  7. Student preparedness for the realities of university study
  8. An inclusive, engaged approach to learning and teaching
The authors suggest five areas for work:
  1. Ensuring financial stability for students
  2. Defining, measuring and monitoring ‘attrition’
  3. Valuing staged and micro qualifications
  4. Leveraging existing regional and rural infrastructure
  5. Regional school investment
We do not need a study to identify that financial security is an issue for students from low a SES background. Also the proposal to ensure financial stability for students would exclude many from higher education.

The proposal for micro-credentials is worthwhile. However the term "micro-credentials" is misleading, as this suggests a credential for a few hours work. What the report appears to be proposing are sub-degree qualifications: certificates and diplomas. These take six months to a year of study. These are not "micro-credentials" and are already allowed for in Australian Higher Education. All that is required is the government funding incentives to implement them.

Government could encourage institutions to implement nested qualifications. That is, students would be able to exit with a qualification after six months or one year and be able to reenter the same program later. Government could encourage this by making it a condition of the funding of degree programs: that is degrees which did not have a nested option would not be funded.
 
Shorter qualification are more common in the Vocational Education and Training (VET) sector, than universities. Government funding to encourage students to undertake VET before university would likely improve success rates for low SES students. Many regional universities have co-located VET facilities and this should be relatively easy to implement.

What the report does not seem to address is improving the inclusiveness of higher education, through better course design and use of trained teachers. This is an area where the regional universities have an advantage over the capital city research universities. Cathy Stone's National Guidelines for Improving Student Outcomes in Online Learning  provide a useful set of tips for improving e-learning which are also applicable to campus-based programs.

The report also fails to address the role of e-learning in facilitating success for students. E-learning is normally considered to lower student success, compared to on-campus students. However, e-learning allows students who would otherwise not be able to access higher education at all to participate. E-learning offers a way to provide cost-effective support for students from low SES backgrounds in regional areas.

Undergraduate Certificates to be Added to AQF

The Australian Government announced funding for short online university programs, in response to the COVID-19 Coronavirus, on 12 April 2020. There are 77 programs offer from today on the Courseseeker website (look for course category: "Short course"). These are undergraduate certificates (46) and graduate certificates (31), requiring six months full time study. While welcome, I suggest government make some improvements to the scheme, to allow for part-time study, nested programs, and mutual recognition of the certificates. Also I suggest incorporation of compulsory peer support training in all certificates, to address the elevated mental health risk, particularly for young people isolated at home, studying online, during a pandemic.

Study Areas

The emphasis in the announcement was on areas of study to help with the COVID-19 emergency. This is reflected in the programs offered. With health, including aged care and biomedical science, the largest offering, followed by education:

Acceptance of Certificates


The Minister for Education, Dan Tehan,  caused confusion at the time of the announcement by describing these as "micro-credentials" and "diploma certificates". What are being offered are six month full time programs. A micro-credential is much shorter, requiring only hours, days or weeks of study, not six months. A diploma requires a year of study.

A Graduate certificate is a well known, well understood, and legally recognized term. Such programs have been used in the past as a way for someone from a discipline to gain extra skills and knowledge to work in a specialization. A Graduate Certificate in Australian Migration Law is one path to registration as a migration agent. A certificate in cyber security is useful for an IT professionals to work in security. It can also be an entry point to further studies. As an example, I undertook a Graduate Certificate in Higher Education, to help me learn to teach, and to then go on to a Masters of Educaiton.

Graduate certificates are a low risk, low cost, well understood option for universities to provide. The students are more mature than undergraduates, so are easier to teach. The course materials and classes can be shared with graduate diploma and masters programs.

Legality and Acceptance of Undergraduate Certificates


While graduate certificates are well known, as Andrew Norton points outundergraduate certificates’ are not currently recognized in the Australian education system. If a private for-profit educational institution was to offer such a qualifcaiton, they could expect legal action from regulators. However, public universities are offering these with the blessing of government, with legal status to be conferred retrospectively.

While legal status may not be a major problem, industry acceptance and pedagogy may, with undergraduate certificates. It is likely that the certificates will have been created in the same way as graduate certificates, from components of longer diplomas and bachelor programs. As an example, UWS with its Undergraduate Certificate in Information and Communication Technology offers the possibility of credit towards a degree, and presumably the certificate is built from that degree. However, unlike graduate students, these undergraduate students may be new to university study, as well as to online study. It takes time for a young person (the minimum age is 17 years) to get used to study at university, as well as life in general.

While the undergraduate certificates are being offered as standalone qualifications, I suggest they would be better as the first part of a nested qualification. That is, it would be assumed the student was intending to go on to undertake a diploma, and from there a degree. Ideally this would allow for blended learning. That is the student would undertake some study online and some on campus. My rule of thumb is that a typical student would be on campus for 20% of their study, about one day a week (obviously where COVID-19 restrictions allow).

Do We Need Undergraduate Certificates When We Have VET Ones?


While graduate certificates have been accepted as a qualification for particular roles, undergraduate certificates have not. The Vocational Education and Training (VET) sector already has a well established set of qualifications for jobs in the fields the undergraduate certificates are being offered in. These VET  qualifications have been recognized in laws, and in industry hiring practices. The VET sector is experienced in turning out students who are ready with practical skills needed for a very specific workplace role. However, universities have focused on much longer programs and more general higher level skills. In some cases universities have formed partnerships with VET institutions (or have VET arms), where the student does enough training in VET sector to get a job, then then transitions to university for a degree. It is not clear there is really a need for vocationally useful undergraduate certificates, or than Australia's universities are equipped to provide them.

There is also a lack of alignment between VET sector and university qualifications. As an example, to be able to teach in the VET sector, I was required to complete a Certificate IV in Training and Assessment. This was despite already having a Graduate Certificate in the field of education. In practice I was able to obtain 80% of the VET certificate based on my university experience and education. Even so this took months of elapsed time and payment of additional fees.

Will Universities Value They Own Certificates?


Within the VET system qualifications are mutually recognized, but this does not apply between VET and university, between or within universities. A student who has completed a unit of study at a public or private VET institution has that automatically accepted at any other for credit. However, the UWS Undergraduate Certificate in IC&T "may be credited towards the degree". In this case the university is not guaranteeing to recognize its own certificate for further study, let alone one from another university. If the undergraduate certificates are to continue beyond the next six months, I suggest the government make funding conditional on universities accepting their own certificates, and those from other universities, for advanced standing.

Need Part Time Certificates

I suggest government allow certificates, undergraduate and graduate, to be part time.

The certificates offered under the government COVID-19 funding are all full time. This makes sense as a short term emergency measure. The nation needs health and other workers quickly to deal with the pandemic. It is also a way to keep young people occupied while forced to remain at home. It provides them with a qualification to get a job much quicker than a degree. However, undertaking full time study online is very difficult, especially for a young inexperienced student. Adding to that isolation due to COVID-19 greatly increases the difficulty, and the risk of mental health issues.

It has been common practice for Graduate Certificates to be offered part time. This is useful for working professionals, who cannot take six months off work to study. It is particularly useful with online study. Even so, as an online graduate student I found I could not do more than one quarter of a full time course load comfortably. This was under almost ideal conditions, where I was a mature student with very good IT skills, studying with some of the world's top online educators, and already experienced in the field I was studying. The typical young undergraduate is going to have considerable difficulty studying full time.

Address the elevated mental health risk


Even with all the advantages I had as an online student, it was not the fun depicted in university advertisements: it was a frightening, painful, frustrating experience. The Australian Government ,and universities, need to address the elevated mental health risks, particularly for young people isolated at home, studying online full-time, during a pandemic.

Students are encouraged to take part in extra-curricular and co-curricular activities on campus. This can't be assumed for online students, especially not with COVID-19 measures in place. I suggest universities need to teach students how to form and maintain peer support groups online, and make this an assessed compulsory part of studies. Leaving this as something optional and voluntary, is an unacceptable risk to the health, and the lives, of students. In addition, not teaching students how to support each other will result in a higher dropout rate, and so a waste of public money.
