How Successful, and Micro, are Micro-credential Programs?


The government of the Canadian province of Alberta has announced a CA$8M, two year micro-credential program. This follows a CA$5.6M 2021 pilot program. But how successful was the pilot? How much shorter, cheaper, and successful are the micro-credentials, compared to existing vocational and university short qualifications? Do these help disadvantaged students, or primarily help those already better off?

Who Gets the Help?

I was unable to find any report on the outcomes of Alberta's pilot microcredentials program. It would be useful to know the completion rate for low socioeconomic status students. Also a useful rubric would be the increase in income of graduates, compared to those who undertook existing conventional short vocational and university qualifications. 

One of the problems which has occurred with previous initiatives, such as Distance Education, and Massive open online courses (MOOCS), is that they tend to benifit those who are already well off, and well credentialed. Funding bodies, and educational institutions tend to underestimate the resources needed, and the cost of supporting the students who need the help. 

How micro are the microcredentials? 

The previous Australian government talked about microcredentials, but what they actually funded were conventional 12 week vocational & university certificates. Those are useful qualifications, but were not really new, or micro, credentials. The Australian government funded six month undergraduate certificates. These were a new credential, but were mostly implemented by universities packaging up existing courses from the first semester of a degree. That allowed for rapid implementation, and nesting with degrees, but not much in the way of helping disadvantaged students, or addressing new industry needs,

Degree Credit for Activist MOOC

Athabasca University are offering credit towards a Masters degree for the course "Toward Co-operative Commonwealth: Transition in a Perilous Century". This is described as a MOOC (Massive Open Online Course) on . MOOCs were widely discussed a few years ago, but have fallen out of favor with educators. Many signed up for these free and low cost courses, but few completed them. Some universities offered course credit for MOOCs, but this usually involved extra assessment, cost, and administrative steps. In one case I looked at, the MOOC path cost more than  conventional study at a vocational college. The Synergia Co-operative Institute, a Canadian not-for profit, who are offing the MOOC, and Athabasca University, have tweaked the process to try and overcome these problems. 

The practice with past MOOCs was to make them free. If you wanted a certificate of completion, there was a fee for that, and some had an extra assessment fee to be used for course credit at a university. As a result many people registered for free out of curiosity, but never completed. MOOCs typically had a completion rate of 5% or less. Those how persisted for a few weeks were more likely to complete, indicating many were just curious.

As I discovered myself, having paid a fee makes you far more likely to complete a course. However, that results in equity issues, where those less able to pay are barred form the course. Synergia have addressed this by having a full fee of CA$140, a reduced fee for those on low incomes of CA$70, and a "solidarity fee" of a minimum of CA$1. It would be interesting to see what effect a $1 fee has on completion. 

Athabasca University are taking a cautious approach to credit for the MOOC. Rather than equating them to specific university courses, as some institutions have done (usually an introductory course), these are offered as Prior Learning Assessment credits. The catch, not mentioned in Synergia's documentary, is that Athabasca University's prior learning assessment process costs CA$884. This is less than the fees for a university course, but six times the full fee for the MOOC.  This process is expensive as each RPL has to be individually assessed, and is difficult (I went through it for an Australian certificate). Given in this case the RPL is for a course designed by Athabasca staff, the process should be easier, and the fee lower.

The MOOC is interesting in offering three levels of involvement for students: Explorer (1.5 to 2 hours a week), Changemaker (3 hours per week), Deep Diver (more than 3 hours a week). MOOCs commonly rely on prepared videos and reading materials (much like pre-Internet distance education), however Synergia offer "Peer Working Groups", which are essentially tutor-less tutorial groups.

    K12 EdTech Showcase

    My third video meeting for the day was a K12 EdTech Showcase hosted by EduGrowth, an Australian educational technology innovation hub. There were quick presentations from education entrepreneurs. Interestingly, these were not just online platforms for delivering content, but also curated libraries of content. This could be particularity useful for teachers looking for stuff to keep students at home occupier.

    What worked particularly well for this event were the moderator using an interview technique, where they asked questions. As with previous events, Zoom was used. This worked better when the video was turned off, with just the presenter's voice and slides.One frustration was that each time the presentation shifted to a new presenter, the display switched to full screen video. It would be useful if Zoom could be configured to stop this happening.

    Work Integrated Learning in the Age of COVID-19

    The Australian Collaborative Education Network (ACEN) held a video meeting today to discuss what to do about Work Integrated Learning (WIL) in response to the COVID-19 Coronavirus. Post secondary educational institutions (and some secondary), have students who undertake part of their program gaining practical experience in a workplace. This is required for some accreditation to work in industry. But what happens to these students with workplaces closed?

    Part of the answer to that was provided by ACEN, leading by example, in convening a video conference. This was attended by about 280 people around Australia, and some from other countries.

    I help teach ANU TechLauncher students who undertake group software development projects for a real client. This is a little easier to manage, as these students are normally not on the client's premises. Also computing professional routinely do much of their work using computer based tools, and the students have already been introduced to coordinating their work online. I have provided some tips on how to work remotely, from the client, from their tutor, and from each other.

    The ACEN video conference suffered from some technical glitches. I have provided some tips on what to do to place less strain on our digital infrastructure. This was my second video meeting for the day, with two to go.

    Free Online Teaching Course Starting 20 March

This is the university where I undertook a Master of Educaiton in Distance Educaiton. I was an online international student, and Athabasca certainly know how to use e-learning to teach digital teaching.

    Transition to On-line Study: Example message to team project students

    The Australian National University is to pause all coursework teaching for one week from Monday 23 March and then deliver online for the remainder of the semester. Here is an example of a message I prepared for Techlauncher computer group project students about the change to e-learning. These students receive few conventional lectures, instead they work in teams on a project, and meet with a tutor regularly.

    Transition to Online Study


    The TechLauncher program is now being delivered online, due to COVID-19. I have some experience with online education, and so will be providing some tips for students, and tutors, over the coming weeks. Here are the first:

    Use the tools you have: You already have an array of online collaboration resources available to you. With most of these, an individual can contribute at any time, and it is stored so others can view it later. In education, this is called asynchronous mode. Many software development teams, who are spread across the world, work this way. However, to get a sense of being a team, and when quick decisions are needed, nothing beats real-time synchronous communication, with everyone contributing at the same time.

    For online tutorials, ANU has provided Zoom Videoconferencing. There is a Zoom "Meeting" for each tutorial group. You can use the meeting-id via the web, or download the client for your computer, or smartphone. With the agreement of your tutor, you can use an alternative conferencing product for tutorials. Teams can use whichever tool they find most useful for their own meetings.

    You may not need video: While it is called a video conferencing tool, Zoom, and similar products, work well with audio, slides, and screen sharing. As team members already know each other well, you do not necessarily need to see each other. You can also use your asynchronous tools in a near real-time mode, talking together via Zoom, while looking at, and modifying shared documents. A headset greatly improves the quality of sound, and also using a smartphone, rather than a computer for audio tends to have fewer problems. You can use your smartphone for sound and your computer for documents, at the same time.

    Meeting preparation is important: Whatever tool you use, keep in mind that good meeting preparation is even more important online than for a face-to-face meeting. You need to solicit items for the agenda well in advance, and preferably circulate the agenda, and any documents for discussion, well beforehand. It can become very confusing if documents participants have not seen before popup online during the meeting.

    The tool you are using to distribute documents and images may fail during the meeting, leaving just audio (and perhaps text chat). During the face to face presentations, you have been encouraged to be ready to keep talking if the video display fails and the same applies online: if the video fails you need to be prepared to keep going, referring to documents the participants already have, or painting them a picture with your voice.

    The Campus still open but be prepared: At present ANU has not closed the campus, so physical meeting rooms are available. However, this could change without notice, so please prepare now for on-line working. Also while you should take sensible precautions, there is no general requirement to self-isolate at this stage.

    Don't Panic: I have been delivering on-line education at ANU for a decade, using the same proven techniques we are implementing for Techlauncher. From 2013 to 2017 I was a graduate student of education, refining these techniques for delivering international distance education. From this experience, I learned which techniques work, but more importantly, how it is key we remember there is a person on the other end of the network connection, and to treat them as such.

    All educators must offer e-learning now

    I was asked recently what to do if a student who is enrolled on campus asks to switch to online study, due to fear of COVID-19 Coronavirus. Should this only be allowed if the student has a medical condition which places them at risk, or they are unable to get to campus due to travel bans? No, I suggest all students be offered an online alternative now. Educators need not, and should not, wait for their institution, or a government authority, to order, or endorse this action. As e-learning is already having to be provided to some students, offering it to all is not a large cost or inconvenience. Teachers have an ethical, and legal, obligation to act in the interests of their students, their colleagues, and in the public interest.

    Last week I attended a Service Design Meetup at the Canberra Innovation Network, sponsored by Evolve & Amplify. We went through the standard entrepreneurial start-up value proposition process. I worked on the idea of expanding my e-learning services from university to business, in response to the  COVID-19 Coronavirus emergency. I produced a pitch, and submitted it to a start-up competition. Also I produced a video, but then discovered they completion did not allow videos, so here it is.

    Designing in an On-line Learning Option

    One of the benefits of computers in education is that this makes distance education a richer experience and feasible for more students. It also can remove the need for special provisions for when some, or all, students cannot get to campus, such as in the current COVID-19 Coronavirus emergency.

    As part of my graduate studied in education, and informed by my background in defence and emergency management, in 2016 I concluded that international students could be prevented from coming to Australian campuses at short notice due to an international crisis. In 2017 I suggested that universities provide blended learning, which allowed for students who could not get to campus to study online. Since then I have been designing and delivering courses this way: on-line, with classroom activities for those students who can get to campus.

    An example is the "Learning to Reflect" module for Australian National University computer project management students. This has an e-book, videos, online quizzes, and online student forums. There is also provision for face-to-face workshops. But in the current circumstances, it seems likely these will be switched to online as well. There is no need to change the course content, or assessment processes, as they are all already online. 

    It should also be possible to offer both classroom and online real-time (synchronous) sessions for students. This would use the same software as for distance education, but tied into the classroom's audio-visual system. There should be no need for any special additional hardware or software.

    The Idea of the University Has Not Been Canceled

    Universities are canceling events to minimize the risk of the transmission of COVID-19 Coronavirus. For the present, face-to-face teaching and research will continue, with precautions in place. Ironically among the events cancelled is "The Idea of the University - Crisis or Adaptation?".  I was reminded of Pirsig:
     "...the real university exists not as the physical campus, but as a body of reason within the minds of students and teachers ..."

    Decades later this idea has been made a practical reality by adopting teleworking and telelearning. I suggest those organizing events at universities should not cancel or postpone them, assuming the current emergency will end soon: it will not. Instead, just as with teaching, organizers of events should provide blended, or fully online, options. The idea of the university can continue, despite the crisis, through adaption. This will be important to the well-being of staff and students, who need something to keep them occupied, other than worrying about a pandemic. It is also important that the university continue to provide a valuable service to the community, through research, education, and community outreach.

    Don't Postpone Examinations: Replace Them With Realistic Tests

    Media reports indicate that some universities are postponing examinations due to the about the COVID-19 Coronavirus. Unfortunately this emergency will not be over quickly, so this is not an effective strategy. It is technically possible to run online invigilated examinations. Athabasca University (where I studied education), uses the product ProctorU for this. However, even with a tool, the administrative burden is high. Running pass/fail oral exams via videoconferencing is also possible (I did one of these for my MEd), but these are time consuming, and stressful for the students.
     

    The approach I suggest is to use multiple assignments, and tests (with provision to deter cheating), to determine the student's grade. If some form of supervised test is required to verify the student is not cheating, then this could be a pass/fail one, to confirm the previously established grade.

    Paper based end of course examinations are not an effective form of assessment of real world skills. I suggest instead changing to other forms of assessment which realistically assess skills and knowledge. The best way to do this is to have the student carry out the tasks they are being trained to do, either in a real workplace or a simulation, and see how they do. As an example, I help train computer students in project management. This is assessed by having students work in teams on a computer project for a real client, and seeing how they do. The assessment is, in part by their peers, but mostly by staff.

    Online Courses on Coronavirus from World Health Organization


    The World Health Organization has released a series of web based courses about the COVID-19 Coronavirus. These are intended for  health professionals, and incident managers. The courses are self-paced and available in multiple languages. As an example " ePROTECT Respiratory Infections" takes 2 hours and has four parts:
    1. Introduction
    2. How to protect yourself ...
    3. Basic hygiene measures
    4. Wearing a medical mask
    Each part consisted of a video of about 20 minutes.  The English versions have English closed captions, plus a transcript and audio download. There is a small amount of a talking head, interspersed with slides. There is a discussion forum, with topics for discussion, under the video. The layout is clear and the interface is responsive.

    I suggest the training could be improved by breaking the videos up into smaller segments. Ten minutes is usually considered about as long as a training presentation, should be, and preferably much shorter. The talking head in the video are useful to give authority, but less could be used: this is only needed at the start (and a simple still photo would do).  The slides used have too much text, and it might be good to break these up with some stock video footage.

    Course with an iMOOC on MOOCs

    The Center for Distance Education at Athabasca University (AU), where I did my MEd, is offering an interesting masters course for students of education, on Massive Open Online Courses (MOOCs). You don't have to be enrolled in a degree at AU to do the course (but you do have to pay).

    The course incorporates a MOOC, but adds staff supervision, and formal course credit, for a fee. This is an interesting way for an institution to offer a greater range of courses. I was, and remain, a MOOC skeptic, as borne out by some of the recent literature (Reich & Ruipérez-Valiente, 2019). It will be interesting to see what this format has to offer.

    MDDE690: Investigating MOOCs: Purpose, Process, and Pedagogy

    This is an independent study opportunity for AU Master of Education program students and anyone outside this program interested in registering as a non-program student. This course includes a supervised experience and study of MOOCs, Massive Open, Online Courses, and their design, delivery, and research. The AU-MOOC Learning to Learn Online is the focus of this study experience.

    Students in this version of MDDE690 will create, in consultation with the instructors, a 3-credit course with learning objectives based on the topic of MOOCs.This independent study course experience will commence in April, 2019 and includes participation in Learning to Learn Online (LTLO), which runs on the Canvas platform from April 29th to June 2nd , 2019.Timelines for completion of other assignments are negotiable.

    The MOOC design for LTLO is called an iMOOC – inquiry-based learning and engagement. You will have the opportunity to identify your own topics, activities, and assignments that will result in knowledge development about MOOCs and their purpose, process, and pedagogy.

    Harvard and MIT free online course popular with teachers

    A new report on Harvard and MIT free online courses shows they are popular with teachers at 32% of students (Chuang & Ho, 2016). The rate at which students complete is 5.5%, increasing to 30% for students who say they plan to earn a certificate, 36% for those who get through half  a course and 60% for those who paid for a verified certificate.

    These findings are similar to those observed for conventional paper based DE courses half a century ago, more recent on-line course experience and common sense. Not surprisingly, teachers make enthusiastic students and the more a student has invested in a course, in terms of money or time, the more likely they are to complete.

    The lesson for course promoters I suggest are:
    1. Target teachers as students, and recruit people from other disciplines to be teachers (and thus students),
    2. Have Students Invest Early: Charging students even a token amount for a course will increase their rate of completion. Alternatively, or in addition, have the students do a significant amount of work early on.

    Australian Universities in EdX MicroMasters

    Three Australian universities: ANU, Curtin and Queensland, are offering masters level blended courses as part of EdX MicroMasters Programs. Students can obtain credit towards up to one-quarter of a Masters (six months of the two years full-time study) for completing a series of EdX courses:
    1. Australian National University: Evidence-Based Management
    2. Curtin University: Human Rights
    3. The University of Queensland: Leadership in Global Development
    However, it should be noted that these course are not free and are not pure on-line courses, requiring attendance for a capstone examination. Also the completion rates for such on-line courses is lower than for conventional on-line distance education and campus-based courses.

    The completion rate for the EdX MicroMasters could be expected to be less than 1%. Rather than a low cost university program, the MicroMasters could be seen as a form of extended for-fee university entrance examination. Rafael Reif, MIT President, is quoted as saying EdX MicroMasters is "an experiment in what I call inverted admissions. Anybody anywhere can try to take those courses online."

    Under the Australian Qualifications Framework, the EdX MicroMasters is closest to a Graduate Certificate, as part of a nested qualification. The use of the term "Masters" is misleading and may not comply with Australian law.

    Learning to Learn Online MOOC

    Athabasca University (Canada) have released the preliminary results from their latest Learning to Learn Online course. This is a five week free "MOOC" about study skills, with an optional certificate of completion. As with other free courses, only a very small proportion of the students who enroll go on to complete (8% in 2016). However, it is easy to enroll in such a course and there is no penalty for non-completion and so this completion rate is not a useful measure. Just over half (52%) of the students who enrolled signed into the course. If only those students are considered, the completion rate doubles to 16%. A further indication of students who are actively involved is those who posted to course forums, of whom 40% completed the course, which is a typical figure for conventional small group, for-fee, distanced education courses. However, this course had five staff supporting only 265 active students (53 students per instructor), so is this really a Massive Open On-line Course, or just an ordinary distance education course, which happens to be free?

    Accessibility Problems with Massive Open Online Courses

    Park, Kim and So (2016) found problems with the accessibility of Coursera, edX, and Khan Academy for users with a disability. Particular problems found were with drop-down menus (toggled on mouse is roll-over), dynamic webpage structures (quiz  feedback without page reloading), repetitive elements (course description at the top of each page),  illogical focus movement (such as back to top of screen not to next item). Many of the problems appear to be with quizzes. Also the mobile versions of the interface were less accessible than the PC based versions. Also user comments appeared to favor down-loadable content (as in more conventional distance education courses).

    What the authors did not address is if Learning Management Systems, such as Moodle, which are not designed for MOOCs, have more accessible interfaces.

    Sixty Malaysian MOOCs

    Sydney based Australian company Open Learning Global Pty., Ltd. has its on-line platform openlearning.com  is being used by the Malaysian Ministry of Higher Education (MOHE) to provide Massive Open On-line Courses (MOOCs) from Malaysian universities. There are an initial sixty Malaysian MOOCs provided.

    According to a media report, the aim is to have 15% of Malaysian public university courses as on-line MOOCs by the end of this year and 30% by 2020. What is not clear is the aim of this ambitious target: will these MOOCs be accepted by Malaysian universities as the equivalent of face-to-face classes? Who will fund these courses, some of which have tends of thousands of students?
    The government aims to teach 15 per cent of all public university courses online as MOOCs by the end of 2015. This will increase to 30 per cent of all university courses by the year 2020.

    I had a quick look at one of the courses offered, Introduction to Entrepreneurship from UiTM. The course was easy and quick to enroll in. The home page has an easy to read format, with one menu and a introduction video. "About the Course" provided a brief well structured and written overview. Two appropriate recommended texts are listed, however these are conventional textbooks, not available free on-line. There is an impressive list of instructors for the course.

    The course requires 3 hours study per week, over five weeks, 15 hours in total. This is about one eighth of a typical Australian university course: ten hours a week for twelve weeks, 120 hours total. The sixty Malaysian MOOCs would therefore equate to only about eight Australian university courses.

    The course website itself responded quickly and did not appear to require large amounts of computer or network resoruces. However, the Padlet wall "Entrepreneurs Padlet Wall" web based service used for student discussions appeared to use considerable amounts of networking.

    The course has twelve relatively conventional topics:
    1.   Theories and Concepts of Entrepreneurship

    Online Teacher Training: US MOOC Versus Australian Vocational Training

    University of California, Irvine are offering a Specialization Certificate  "Virtual Teacher Program" on-line through Coursera. The student undertakes four courses and a final capstone project. The courses are each 2 to 4 hours a week over five weeks and cost A$63 each. The capstone is also $63, making for a total cost of A$315 for the Specialization Certificate.

    The courses are:
    1. Foundations of Virtual Instruction
    2. Emerging Trends & Technologies in the Virtual…
    3. Advanced Instructional Strategies in the Virtual…
    4. Performance Assessment in the Virtual Classroom
    5. Virtual Teacher Final Project
    The certificate will require 50 to 100 study by the student. This is roughly comparable to the content and study required for the Australian VET Certificate IV in Training and Assessment (and about the length on one course at an Australian university).

    Australian registered training organizations (RTOs) offer an on-line Cert IV T&A from $300 to $500 (or about $1,800 for the classroom course at a TAFE), making the US course cheaper. The US certificate also has the advantage of being issued by an institution called a "university".

    The Australian government is currently negotiating a Trans-Pacific Partnership (TPP) with the USA and other counties in the region. The details of the draft TPP are secret, but the intention is to reduce barriers to trade. One effect of the TPP may be that Australia will be required to accept qualifications such as US university Specialization Certificates as being equivalent to Australian VET qualifications. The result of this will be that government TAFEs and commercial RTOs in Australia will be competing directly with US universities for students.

    This may require Australia to broaden its definition of a "university" to include what are now vocational institutions, or for the current universities to offer VET qualifications, so they can compete with US institutions.

    Australian teaching universities will likely strengthen their links to the VET sector, so that students can start with a VET qualification and then articulate to university. But the high status "research" universities will be wary of damaging their reputations by being seen to be offering VET qualifications. They will likely continue to offer education programs at associated "institutes" but not highlight these are actually VET qualifications. Also research universities would have difficulty obtaining VET certification as their academics would not have the necessary teaching qualifications.

    As an example of the open approach, Federation University Australia offers their own branded Technical and Further Education (TAFE) programs, which articulate to their university degrees.

    In contrast, the University of Western Australia offers an "Advanced Management Program", in conjunction with the Australian Institute of Management Western Australia (AIM WA). The marketing material for this says participants can earn an AIM WA "Advanced Diploma" and status for UWA certificate and degrees. But the marketing is careful to avoid using the terms "VET" or "TAFE", as that would detract from UWA's image as a leading university.

    MOOC Providers Moving to Shorter Vocational Courses

    In "Coursera changes course on courses" (The Australian Higher Education Supplement, 5 August 2015), it is reported that the Cosera is part of a trend by MOOC providers for skills training and professional development, rather than liberal arts courses. This should not be a surprise for those with a background in distance education (DE). MOOCS are just a recent form of distance education and one of the lessons you learn as a student of distance education (as I am) is that the primary motivation for most DE students is vocationally related. DE students want skills to get them a job, or to qualify for further education to then get a better job. This is not to say that there are not some students who want to learn for the sake of learning, but these are in the minority. It can be especially hard to keep doing the work required for a DE course unless you have a powerful motivation to learn. The thirst for knowledge is a motivation, but getting a job (or a better job) is a powerful one.

    When English universities (including Oxford) started offering extension programs, more than one hundred years ago, it was intended to improve the general education of the population. But the universities soon discovered that the students did not want to just broaden their minds, they wanted practical training in subjects which would help with employment. This same lesson was re-learned more than fifty years ago when the Open University UK started offering distance education. A significant proportion of students were teachers who wanted to improve their career prospects.

    The first MOOCs were adaption of semester long university courses. The MOOC courses have tended to get shorter and more vocational, resembling those which have been offered for vocational education at Australian TAFEs and privative colleges for decades. While vocational teachers are used to preparing courses in small practically orientated modules with pass/fail assessment, this can be a difficult skill for university professors to learn and a difficult goal for them to come to terms with.
