K-10 Digital Technologies Curriculum Impact on Higher Education

Greetings from EdTechPosium at the Australian Catholic University's new teaching building in Canberra. Michael de Raadt and Russell Waldron are discussing "Australian Curriculum for Digital Technologies, NAPLAN and the impact on higher education in future years". One point Michael de Raadt made that this is not just about teaching computer programming and there are physical tasks used, especially for younger children. As an example, some of the audience took part in a bubble sort: exchanging places until they were sorted by name.
Russell Waldron pointed out that students have been through the Digital Technologies Curriculum from K-10 will already have some of the university graduate attributes before they start. However, students from other education systems may not.

Russell Waldron, Senior Learning Designer, ANURussell Waldron  also pointed out the Digital Technologies Curriculum students will have a different approach to assignments, including group work. These students will be familiar with using online document creation tools, including assigning attribution for group work. The students skills for working this way will likely exceed that of their university teachers.

Michael de Raadt discussed problems and benefits with Online NAPLAN. This requires less manual handling of forms, but more dependence on IT staff, with the potential for technical failures. One benefit is that the feedback happens faster. Russell Waldron pointed out that the online tests require keyboard skills and are adaptive. These students will expect the same at university. A subtle aspect of this is that the assessment changes from how the student did on a standard test, to how the student has progressed.

The Tech-EX exhibition for the Universities Australia Higher Education Conference 2018 is on in Canberra, 28 February and 1 March. The exhibition is free, so that is the bit I am going to. I normally avoid most formal sessions at a conference anyway, unless I am speaking or charing. Senator Simon Birmingham, Minister for Education and Training is speaking at Tech-Ex.

E-portfolios for Professional Certification

Today I took part in an excellent webinar on support for applying for membership of the UK's Association of Learning Technologists (ALT), Certified Membership (CMALT) . The webinar was run by Mark Northover from the Centre for Learning and Teaching, Auckland University of Technology. The first tool mentioned was the CMALT Professional Development Module from Hong Kong Polytechnic University (David Watson). The second was Mosomelt  (Thom Cochrane, AUT). Also ASCILITE run CMALT Australasia. These both provide online support for applicants.

The UK also has the Higher Education Academy's (HEA) fellowship scheme. Like CMALT this requires completion of a reflective portfolio. For those not used to this approach, the process can be daunting, thus the need for support. Late last year I completed a reflective e-portfolio for a MEd, which used a similar process.

One thing unclear is the relationship between certification and formal educational qualifications. ALT and HEA ask applicants to describe their training and experience with education (and the in the case of ALT, with technology). However, there is no requirement for formal educational qualifications and these certifications are not educational qualifications. In contrast, membership of the Australian Computer Society (ACS), and the British Computer Society, are expressed in terms of educational qualifications and relevant experience.

An ACS "Certified Technologist" would normally have a Diploma of IT (one year study) and the higher "Certified Professional" a Bachelor of IT (three years study), plus relevant experience. It would seem reasonable for the ALT and HEA to set educational requirements, but perhaps at a lower level, reflecting the lack of maturity of higher education as a profession. A certificate or graduate certificate (six months study) for entry level and an advanced diploma or masters (two years study) for full membership would be reasonable.

ps: On thing to keep in mind with certifications is how long they last and what are the ongoing obligations and costs. The annual fee for CMALT holders is £79.

Tablets for Canberra High School Students

Canberra goes to the polls in a few weeks time to elect a local government. If reelected, the governing Labor Party has promised a tablet computer for each of 6,000 Canberra high school students, at a cost of AU $17.2 M, over four years. There are better alternatives.

The tablet proposal works out to about AU $2,800 per student, which appears expensive. There are now folding touchscreen laptops about the size of an A4 pad, for under $500. These are suitable for older students.

However, is issuing standard devices to students educationally useful? There was a previous Australian national program to provide a computer for every high school student and have been laptop and tablet programs for students in other countries. The best known of these programs was the One Laptop Per Child Project (OLPC). Such programs have not been shown to significantly benefit education and may have done some harm, by diverting resources from other educational initiatives.

An alternative strategy for Canberra would be to ensure that educational resources are available on the range of devices students have at home and school. A small fund could provide for disadvantaged students who cannot afford a $500 device. More could  could then be spent on training teachers for the Australian Digital Technologies Curriculum, using the CSER Digital Technologies Courses and the Inspire Center.

Funds could also be used to allow some of Canberra's teachers to work on new materials for both Technologies curricular, for senior students.

US Computer Science For All Could Follow Australian Approach

US President Obama has issued a proposal for "Computer Science For All" (White House, 30 January 2016), for school students to learn computer science. This proposes $4B to states and $100M to school districts for training teachers, materials and regional partnerships. I suggest the US could adapt the Australian  Digital Technologies Curriculum, which is far broader than just computer science.

Also the USA could adapt the CSER Digital Technologies Course, from Computer Science Education Research Group (CSER) at the University of Adelaide for training teachers online. Training teachers in digital technologies will have benefits across the school system and it would be best if this teaching incorporated the use of digital technology.

Internet Use by Australian School Students

Goodwin, K. (2016) interviewed just over one thousand parents in Australia on their children's use of the Internet for learning. Half were from capital cities, half with primary school age children and half secondary school. Three quarters of parents said that Internet at home helped children learn. About half said their children use the Internet at home for research, watch tutorials and collaborate with other students.

The research was commissioned by NBN Co, an Australian government owned company set up to provide a national broadband network. NBN Co obviously have an interest in talking up the value of digital technology for education. In particular the interview questions appear to have been designed to support the assertion that high speed broadband is needed at home to provide video for education. No questions appear to have been asked about the need to provide Internet for students outside the home.

It should be noted that NBN Co is providing high speed broadband, which is far in excess of the speed required just for educational video. The ABS (2015) notes that the OECD definition of broadband used by the Australian government is 256kbps. In contrast the minimum speed being offered by NBN Co. is 20 Mbps, more than seventy five times the OECD minimum and many times the speed required for educational video.

NBN Co. is only providing fixed broadband for homes and small businesses, it is not providing mobile wireless data, as used by smart phones and tablet computers outside the home. Mobile devices equipped with 3G and 4G wireless modems might render NBCo's multi-billion dollar fiber and fixed wireless network obsolete before it can be completed.

For comparison, Pegrum, Oakley and Faulkner (2013) report on the adoption of mobile devices in ten Western Australian non-government schools in 2011. iPads were most popular, followed by iPod Touches (a small tablet device) and iPhones. Lower level classes had shared devices in the classroom, while older students each had their own device. M-learning, was still being integrated into the teaching.

Pegrum, Oakley and Faulkner (2013) identify professional development (PD) for teachers in the educational use of computers as a major need. One program set up to provide PD is the CSER Digital Technologies MOOC (Falkner, Vivian & Falkner, 2015). This is a series of free on-line courses from the University of Adelaide to teach about the new Australian Digital Technologies curriculum. The course is initially being offered for teaching in Kindergarten to year six (K-6) but is being expanded to cover later years.

Teaching digital technology to teachers on-line is challenging. (Falkner, Vivian & Falkner, p. 66, 2015) note that the average Australian primary  teacher is a 42 year old generalist (secondary teachers are a few years older). These teachers are likely to have had minimal exposure to computers in their teacher training. Teachers are reportedly working 46 hours per week and 8 to 9 days a year on PD. Asking teachers to spend extra time to use IT to learn to use IT to teach IT is a challenge. CSER prepared seven MOOC Modules:

  7. Visual Programming
Falkner, Vivian an Falkner (p. 68, 2015) report that the first offering of the course had 1378 enrolled, 438 of who did not engage in the course and 99 completed. This is a 7.2% completion rate (10.5% of those encouraging), which is reasonable for a MOOC. The same course, offered with a tutor as a conventional e-learning course may be expected to have a much higher completion rate.

CSIRO ICT in Schools program

Joel Cowey will speak on the CSIRO ICT in Schools Program (RSVP) at the Australian Computer Society in Canberra, 5pm, 10th February 2016.
ICT in Schools, a partnership program (ICTiS) creates and supports ongoing, flexible partnerships between volunteer ICT professionals and teachers, showcasing real world, contemporary ICT in the classroom.
ICTiS supports implementation of the Australian Curriculum: Digital Technologies and the ICT capabilities and how to fully utilise the knowledge, skills and capacity of ICT volunteer. Explore what makes effective, successful partnerships and where the program is going in the future.

Joel Cowey works in CSIRO Education and Outreach and coordinates the ICT in Schools a partnership program element. He sees the best way of improving ICT literacy in the community is through high quality STEM education and to ensure students get the opportunity to learn about STEM subjects at school.
Joel has spent 6 years as a purely ICT geek working for the Departments of Defence, Environment, and Education, 23 years as a teacher of science and ICT and three years as a science and IT education policy officer in the commonwealth Department of Education. There have been occasional stints tutoring IT at TAFE and university and time off for travel, study and parenting.

Equipping Teachers with Digital Skills

In "Equipping kids with digital skills key to future success" (The Australian, 15 April 2015),  Brenda Aynsley OAM FACS, President of the Australian Computer Society,  points out that free on-line courses are now available for teachers, to help them with the new Digital Technologies component of the Australia curriculum.

The course are run by the Computer Science Education Research Group (CSER), at the University of Adelaide. The next CSER Digital Technologies Course starts 1 May 2015, for those teaching years 7 and 8 (but others are encouraged to take part).

As I am a student of education, I have registered to take part. One of the most useful aspects I have found of such courses is to remind me (as a teacher) of how hard it is to be a student. Also it is useful for teachers to familiarize themselves with how on-line courses are run, as this will be the way they will teach their students in the future.

Review of the Australian School Curriculum Misses Importance of e-Learning

The Australian Government has released the Final Report of a  "Review of the Australian Curriculum" by Professor Ken Wiltshire AO and Dr Kevin Donnelly.  Available are:

One concern I have is that sufficient weight is not being given to the way the Internet is changing how education is provided. The report mentions "Internet" only twice in 294 pages (on  Page 147).

In the first reference the authors comment that just having information via the Internet is not sufficient for understanding. However this fails to mention decades of research and practical experience showing it is possible to provide quality education on-line:
"The argument that the disciplines are changing so rapidly that it is impossible to identify them with any certainty or precision and, as a result, that all students need to do is to access the internet when wanting information, is misleading. Information is not knowledge and understanding is not wisdom. Education, while dealing with information and understanding, is primarily concerned with knowledge and wisdom that while evolving and open to debate has stood the test of time."
The second mention of the Internet claims that  "many" complained about a lack of hard copy of the curriculum materials. It is not clear how these many complaints were received, given that the review used an an online submission process (those who sent a submission must have had Internet access). Also, as the authors state, not all households have Internet access, but the ABS says 83% do. There are more than one million householders without Internet access, if many of had complained (in this context "many" would be tens of thousands of people).
"The bulk of parents seem to have been unhappy about the token involvement of parents in development of the curriculum, and report frustration in being able to gain independent access to curriculum documents. Many complain about the lack of hard copy, pointing out that not all households have internet access (265); nor are all parents computer literate. As in so many other aspects of government service delivery in Australia, purely web-based delivery is not adequate."
The technologies curriculum, that is teaching ICT is better covered in the report, than the use of ICT for teaching:
"There is also strong support for its inclusion in
the Australian Curriculum – particularly from professional bodies associated with computers and technologies – and a belief that it appropriately captured the critical elements of the learning area and provided a sound curriculum foundation which could accommodate future instances of digital technology. The Australian Computer Society (ACS) says:

The ACS strongly endorses the creation of the digital technologies subject and notes the
important distinction of this subject from the role of ICT as a general capability. Both aspects
are critically important in the education of students, but the distinction between them is vital
for individual students and for Australia as a nation.
414" Page 208
Recommendation 15 of the report is likely to be most contriversial and with which I have most difficulty with:
"ACARA revise the Australian Curriculum to place more emphasis on morals, values and spirituality as outlined in the Melbourne Declaration, and to better recognise the contribution of Western civilisation, our Judeo-Christian heritage, the role of economic development and industry and the
democratic underpinning of the British system of government to Australia’s development." Page 246
It is not clear to me why the many Australian citizens who do not have a British Judeo-Christian heritage should have their taxes spent indoctoranating their children in someone else's values. Discussion of "Western civilisation" belongs in history courses, but alongside the other civilisations which have contributed to today's Australia.

An emphasis on morals and values would be appropriate for schools, along the lines of the  Primary Ethics, program developed by St James Ethics Centre for NSW primary schools. However, this should discuss Judeo-Christian concepts alongside other religions and moral systems of Australians.

Aligning the new Australian School Technologies Curriculum with Higher Education

At the "Byte Sized Digital Technologies", work-shop I am discussing aspects of the "Australian Curriculum: Technologies" with primary teachers from the public and private school sectors. We are looking at project based activities which could be used in schools for teaching the new curriculum. It occurred to me that it would be useful to align the school curriculum with the teaching of technology in higher education. At present universities are looking to develop new educational materials to deliver in new ways, not only online but using techniques such as project based work. It may be possible to provide versions of the university materials for schools to use. Universities are likely to see providing materials to schools as a useful activity for encouraging enrolments at their institution. Universities would normally concentrate on upper secondary school (Year 11 & 12), being just before university. However, research by Macpherson (2013) indicates that student's interest in IT declines after the age of 12-13 years, so it might be better to start with Year 7.

Curriculum Documents

In addition to these there is the US "CSTA K-12 Computer Science Standards" from the ACM. CSTA have also released mappings of the Computer science curriculum to US school education standards, but I could not find a mapping to the university curriculum.

The Australian School Technologies Curriculum Year 7 and 8 Content Descriptions are:

Technology Projects for the Australian School Curriculum

At the "Byte Sized Digital Technologies", work-shop I am discussing aspects of the "Australian Curriculum: Technologies" with primary teachers from the public and private school sectors. We are in the TEAL room of the Inspire Centre of the University of Canberra.  Steve Blackburn from ANU is describing the Angry Birds Bootcamp run at ANU, teaching programming to school students.

I will be demonstrating "How Green is My Computer?", a version of which has been run live at ANU for school students. After introducing students to concepts of energy use and e-waste, I got them to use a power meter to measure the energy use of different computers and calculate carbon emissions. This exercise would fit with the sustainability topic in the technology curriculum. Also as this is designed to be aligned with the skills framework used for designing university IT curriculum, this should fit in with universities.

First Year Student Expectations of University

An Office for Learning & Teaching funded project has reported some results on "First Year Student Expectations and Experiences". The results are much as I would expect: students have to do more work and get less help from lecturers than they were expecting. However, the researchers have phrased these results in terms of unrealistic expectations by students. But in other industries if you are not meeting your customer's expectations, then you are doing something wrong: you don't blame the customers. Perhaps universities should improve the service they provide so they meet the students expectations. As an example the research shows only 51.5% of students received their work back within three weeks of submitting it. That seems to me unacceptable performance by the university.

Religions Wars: Chrome-books versus iPads for Schools

At the "Byte Sized Digital Technologies", work-shop I am discussing aspects of the "Australian Curriculum: Technologies" with primary teachers from the public and private school sectors. One surprise for me was that students don't have ready access to computers. The computers handed out by the federal government are now obsolete and there is not the money to replace them. Some schools are implementing "Bring Your Own Device" with Apple iPads and others providing Google Chrome-books.

It seems to me that if teachers and students do not have reliable and available computers then a lot of money must be wasted in the school system on manual work. Implementing the technology curriculum would be a good way to start "flipping" Australian schools.

It is a waste and time and effort if each teacher in each school is teaching their class of students alone. As part of my studies in distance education I looked at the blended approach used in some remote Queensland and NT indigenous schools. The teachers at these schools teach students with the support of remote specialist teachers, using online materials. This blended approach would, I suggest, be a suitable model for all schools.

Making the Technologies Curriculum Attractive to Australian Students

At the "Byte Sized Digital Technologies", workshop James Curran from University of Sydney, suggested the new "Australian Curriculum: Technologies" was an opportunity to make computing in schools attractive to more students, particularly girls. As well not being popular with the students, universities do not have it as a prerequisite (unlike maths). One issue was how immature a discipline computing is, with the essentials not having been distilled into something to teach.

However, I suggest that there have been some attempts to distil what computing is, both as a discipline and as a essential set of skills. Examples are the bodies of knowledge of the ACS, ACM/IEEE and the European Computer Driving Licence.

James pointed out that there is less involvement by practitioners in professional associations and the members are getting older. Also he pointed out the minimal budget provided education departments for teachers. He criticised education department for leaving most teacher professional development to teacher's associations, but this seemed to me a positive. If teachers claim to be professionals, then they must take responsibility for their own professional development. Even if their employer does not provide resources, the professional has to ensure they keep their stills up (at their own expense).

James proposes a two day workshop for teachers followed by online PD. In my view this is the wrong approach, instead this should be "flipped" with the online PD first, followed by optional face-to-face workshop, if the resources allow. James aims for a $22M budget, which seems unrealistic. A lower cost online course would be much more achievable.

The ACS provides PD events for its members. Also the obvious way to do PD for technology is online with technology.

Implementing the National Technologies Curriculum in Australian Schools

Greetings from the University of Canberra, where I am taking part in a two day workshop to help implement the new "Australian Curriculum: Technologies" in Canberra's schools. This event, "Byte Sized Digital Technologies", is run by Information Technology Educators ACT (InTEACT). It is
sponsored by Google and appropriately enough, the agenda is on Google Docs.The consultation on the curriculum was run by  "Australian Curriculum Assessment and Reporting Authority" (ACRA).

The Technologies Australian Curriculum covers both Design and Technologies (using the technology) and Digital Technologies (creating the technology, including computer programming). Interesting the student are educated in a number of areas which up to know have only been covered in advanced university courses: Project Management, Design thinking, Computational Thinking and Systems Thinking.

Implementing this curriculum is an extremely challenging task. Before teachers can teach the material, they need to learn it themselves. One approach I suggest would be useful would be to provide online learning, for the teachers and the students. It makes little sense to me to teach digital technology using analogue teaching techniques. At the same time the teachers can be connected together online to support each other and they can teach the students how to also support each other online. The University of Adelaide are running a free online course "Digital Technologies: Implementing the Australian Curriculum Learning Area".

Bruce Fuda, Director of Learning Technologies, Gungahlin College, Canberra is organising a teacher professional development workshop at University of Canberra on 2 to 3 May 2014, to develop resources for the Australian Curriculum: Digital Technologies. The idea is to help those who will have to teach the new digital curriculum with lessons and learning resources. This is being supported by  the Australian Council of Computers in Education (ACCE) , with resources to be shared nationally. Those who are able to attend and  interested in assisting can fill in the registration form.
