Inaugural World Access to Higher Education Day is 28 November

The inaugural World Access to Higher Education Day is 28 November. As part of this, University of Southern Queensland is webcasting a series of speakers. USQ have invited questions via the hashtag #WAHED2018. But that is still hours of mostly talking heads, which is not the university experience I want. I got far more than that, with far less video, as a USQ student.

What Makes for a Good Student Experience?

The Australian 2017 Student Experience Survey (QILT, 2018), shows three non-government universities with much higher undergraduate student satisfaction than other institutions. It would be easy to conclude that private institutions do better, but is that the case? It may be what they teach and who they teach, as much as how.

The good news is that while some Australian universities rate better than others on student satisfaction, they all rate well. Universities are tending to move more of the teaching online. This provides students with better access to learning, but may result in overall lower student satisfaction results.

Most Australian universities scored between 70% to just above 80% on educational experience for undergraduate students in 2017. Three exceptions were Bond University, The University of Notre Dame Australia, and the University of Divinity, all over 90%. However, not all non-government universities did well. Torrens University Australia, the only private for-profit university in Australia, had a score of only 77.6%, below many government universities.

Torrens is essentially an online university and these tend to rate poorly on student satisfaction. The University of Southern Queensland, which also has many online students also rated poorly at 73.6% (I have completed two online courses at USQ and thought they were good).

Absent from the QILT report is Open Universities Australia (OUA), a consortium of universities offering online courses. OUA would be likely to have a low student satisfaction score, similar to USQ and Torrens. It would be easy to conclude that these institutions are doing something wrong. But they accept students who would otherwise not be able to study at all. Given a choice, I am sure these students are more satisfied being able to study, than not.

The QILT report mention of online study in the Executive summary (page iv):
"The largest variation was that external/distance students were less likely to respond positively about their Learner Engagement, 22 per cent and 63 per cent respectively. Older students also rated Learner Engagement less positively than younger students, but this difference is most likely associated with the prevalence of external or internal study modes in these age groups.
Large differences in results by study mode for Learner Engagement continues to suggest that this scale may be performing differently for internal/mixed mode students and external mode students. The Department of Education and Training is currently considering a review
of the Learner Engagement scale. As an interim measure, the QILT website, which reports SES results at the institution by study area level, will continue to exclude external mode responses for the Learner Engagement focus area. This report, however, which reports SES results at national and aggregate levels, includes external mode responses in all Learner Engagement results. ..."
Also section 3.3 "The postgraduate coursework student experience by study area":
"The widest range in focus area results was for Learner Engagement, with 34 percentage points separating the study areas with the highest and lowest results, Rehabilitation at 72 per cent, and Nursing at 38 per cent, which may be associated with the relative proportion of online or distance learning associated with the various study areas."

Being a Mature Age University Student: 2011 to 2017

Recently I was asked about studying as a mature age student. What inspired me was that as someone teaching at a university in 2011 I was required to undertake a short free course in how to teach. After that I enrolled in the six month follow-on certificate. I ended up completing half at my campus in a classroom and half on-line through another institution.  Seeing the benefits of learning to teach (it made teaching much easier and less stressful) and because of my interest in distance education, I enrolled in Athabasca University's on-line Masters of Education in Distance Education in 2013 and completed in late 2017.  I documented the experience, starting on day 1 in 2011, up to 2017:

Open Educational Resources: Short free online course starts Monday from ANU

A free on-line course "Open Educational Resources: A Continuum for Practice" is being offered by the Australian National University (ANU), starting Monday. This is in the ANU Online Coffee Course Series, where the student spends fifteen minutes a day studying for a week. There are no tests, just on-line discussion.
"In this upcoming course, you’ll explore some of the deeper issues surrounding open education; specifically, practical decisions and questions that should be asked when developing, reusing, and collaborating on open education activities. Each day the facilitators will provide stimulus for reflection and group discussion, as well as a synthesis of the previous days’ discussion."

m-Learning in Sydney

The 15th World Conference on Mobile and Contextual Learning (mLearn 2016), was held at the University of Technology in Sydney, 24 to 26 October. There were five parallel sessions in the MLearn2016 Program. The mLearn 2016 Proceedings are available as a PDF file. Here is a summary of my notes from the event:

UTS Bachelor of Technology and Innovation

Professor Shirley Alexander, UTS Deputy Vice-Chancellor, welcomed the delegates and talked about the UTS Bachelor of Technology and Innovation (BTI), being introduced next year. This is a general degree in technology, suitable for those going into business. I am skeptical of the idea of a BTI as the 21st Century replacement for the arts degree. BIT graduates may end up like arts graduates: well educated, but not qualified for any real job.

Mobile Learning and Indigenous People

Marguerite Koole Assistant Professor, Curriculum Studies at University of Saskatchewan described applying a frame model of learning (Koole & Ally, 2006).

Kevinwâsakâyâsiw Lewis, then talked about the teaching of teachers of indigenous languages in the University of Saskatchewan's Certificate in Indigenous Languages. Asked about the relevance of song in language learning, Kevin pointed out that chant and song enables the learner to stop worrying about how they pronounce. Also the repetition in the song helps learning, as well as being culturally significant. This reminded me of Dr McComas Taylor, at ANU's Teaching Sanskrit online with chanting.

mLearning for Aboriginal Pre-service Teachers in Remote Communities

Philip Townsend talked on "A Theory of Enhancement of Professional Learning for Aboriginal and Torres Strait Islander Pre-service Teachers in Very Remote Communities through Mobile Learning". He pointed out that Aboriginal and Torres Strait Islanders have a much lower completion rate than the general population. The Community Based ITE program, specifically for students in remote areas, has an even lower completion rate than other forms of education. Philip has devoted his PHD research to finding if mobile devices can improve completion rates. Also he mentioned the Cooperative Research Centre for Remote Economic Participation. I suggest that addressing the needs of remote students can assist all students. If we make courses flexible enough for the remote students, these courses will also be better for city and campus based students. Philip was awarded top paper at the conference.

Mobiles for TEQSA Regulatory Course Compliance

Anthony Chung from mobileLearning gave one of the more practical and less academic (in a good way) sessions on "How does a Mobile Platform Address TEQSA and Other Regulatory Compliance for Online Courses?". Anthony went through some of the TEQSA requirements and how these could be facilitated with mobile devices. What was interesting about mobileLearning's approach is that they provide  mobile interface to the institution's native educational applications, rather than replace them. The idea is to make it easier for students and staff to do what is educationally useful. One example is to encourage the student to engage with the learning. This can be difficult where a Learning Management System (LMS) design for static desktop pages is used. The mobile interface can make it easier to access the materials and interact.

IamLearn AGM

The AGM of the International Association for Mobile Learning (IamLearn), was held in conjunction with the conference. Because I registered for the conference I received a year's membership. One initiative is that a new website will allow members to add content directly, rather than emailed to an officeholder who then puts it up. This is something other organizations might like to try

Telstra on Personalised mEducation

 Susi Steigler-Peters, from Telstra Corporation talked on "Personalised Learning, mEducation and Partnerships". Susi spent most of the time describing research on education Telstra has funded over the last few years. This research sounds well designed, but does not tell us, as educators, anything new. So I asked Susi how Telstra could help improve education. In response she cited something called "Telstra Smart Learning" and presented a use case of a student named "Ferris" having an "enriched learning experience". Susi also mentioned a center to be established in Sydney for education. It might be useful for Telstra to instead showcase some of the work in their muru-D startup accelerator.

Online Tutorials for Higher Education

Norman Wildberger and Joshua Capel presented an excellent live demonstration of "Higher Education Practice Online Tutorials and GeoGebra as Mobile Learning Tools" used for teaching mathematics at UNSW. However,what seemed to be missing was a business model to support the high up-front investment to produce such material.

UNSW mLearning Physics

Elizabeth Angstmann talked on "Higher Education Practice Using a mobile Moodle app in an online physics course". This shows an approach to education which focuses on ensuring that e-quality education can provide quality education, backed up by solid research.

Identity and the Mobile Learner

Professor John Traxler, University of Wolverhampton gave the last keynote on "The Role of Education in Identity Transformation and Acculturation". Professor Traxler challenged the assumption that m-learning (and education in general) was a culturally neutral boon for developing nations. Rather than telling us a canned answer, this was a presentation asking questions, which was refreshing.

Professor Traxler is concerned about a Western European view of education and technology being culturally imposed on others. However, this might also be a product of that culture.

Louise pointed out that lack of Internet access is only one factor limiting e-learning in prisons; also there is limited access to hardware, limited prior education of the students. She explained that USQ had decades of experience in teaching prisoners. USQ has a special server for providing materials to prisons and a way for materials to be loaded to portable devices.

Some of what USQ has done would be useful, more generally for students. For example, a problem with webinars is where students have inadvertent left their microphones turned on. I suggest that the off-line features could be built into Moodle and the Linux operating system, allowing the approach taken by USQ to be made available world-wide at no cost.

Encouraging Faculty Development

 Lisa O’Neill, York University, talked on "Encouraging Faculty Development Through Micro-Credentialing". This presented a good overview of the mechanics of recognizing small units of learning with "badges". However, what is also needed is a way to motivate university academics to learn to teach and undertake activities which award such badges.

I suggest that university educators should follow the approach used by nurses and computer professionals in Australia to enhance their recognition of their profession. This could include draft policy for universities and government to require and recognize teaching qualifications of university academics. Also they could suggest changes to university ranking schemes to give teaching quality the same weighting as research output.

Online Education for Prisoners


Greetings from mLearn 2016 in Sydney, where Louise Patching, USQ, is speaking on "Using Offline Personal Devices to Enable Access to Higher Education in Prisons" for the Making the Connection Project. Louise pointed out that lack of Internet access is only one factor limiting e-learning in prisons; also there is limited access to hardware, limited prior education of the students. She explained that USQ had decades of experience in teaching prisoners. USQ has a special server for providing materials to prisons and a way for materials to be loaded to portable devices.

It occurs to me that the same techniques would be applicable to military personnel, who have limited access to the Internet due to deployment and security restrictions. The same could apply to students in very remote regions. Additionally, students being examined need to have their access to external materials limited. Lastly, all students could benefit from learning off-line, away from the distractions of the Internet.

USQ selected an 11inch DELL Latitude 3160 notebook for the students. This is a good choice, being low cost, portable and reasonably robust. Work had to be done to disable the communication devices (such as cameras) of the device and also modify the educational software (Moodle).

Some of what USQ has done would be useful, more generally for students. For example, a problem with webinars is where students have inadvertent left their microphones turned on.

As well as the Technion platform, USQ worked on preparing prisoners, with limited education for university studies. One aspect is having to take into account the length of sentence if the prisoner and their cultural background. Also vocational courses have to be suitable, not requiring practical work which cannot be done in prison and not for a career which former prisoners are excluded from.

I suggest that the off-line features could be built into Moodle and the Linux operating system, allowing the approach taken by USQ to be made available world-wide at no cost.

Improve Student Retention in Australian On-line Higher education

Dr Cathy Stone, a Fellow at the National Centre for Student Equity in Higher Education, dropped in this week to talk about how student retention could be improved for on-line students. On-line courses provide access to education for students who would otherwise be excluded. However, like paper-based distance education courses which preceded them, on-line courses have a lower completion rate than face-to-face courses.

Cathy is and is undertaking research for "
improving student transition, participation and success in online higher education". She has visited Open University UK (OUUK), as well as University of New England (UNE),  and other Australian on-line institutions.  I pointed out to Cathy that some of the techniques later used by OUUK were developed in Australia at UNE.

While focusing on students from specific backgrounds undertaking on-line education the same techniques for helping these students can help students more generally. Some techniques suggested in Cathy's latest bulletin are to welcome the students, post regular bulletins and follow up missing students. These and other techniques are now incorporated into training for educators, but regrettably many academics do not receive this training and fewer implement it.

Cahty is currently in Canberra and is keen to talk to educators about improving on-line education.

How Students Use Their Mobile Devices to Support Learning at an Australian Regional University

Farley, Murphy, Johnson, Carter, Lane, Midgley, and Koronios (2015) point out that most students are already using mobile devices to support their learning and the institutions need to catch up with this reality. The authors suggest the LMS apps (Blackboard Mobile Learn and Moodle Touch) are better than non-mobile-friendly websites (this advice may be obsolete with Moodle now having a responsive interface as the default).

Use of Google Drive or DropBox is identified as an alternative for students to access course materials on mobile devices, optionally with shortened urls or QR codes.

Private self organized student Facebook groups were identified by Farley, Murphy, Johnson, Carter, Lane, Midgley, and Koronios (2015) in focus groups. YouTube and Vimeo, were also identified as resources used by students.

UQ Campus Sale the Start of Australian Education Rationalisation

The University of Queensland is reported to be selling its Ipswich campus to the University of Southern Queensland (I visited the very well equipped Ipswich Campus for a ARC Funded joint project with UQ in 2002). Rather than an isolated incident, I suggest this is the start of a rationalisation of Australian Higher Education, with the top tier research universities consolidating to their capital city campuses, leaving the rest of the country to teaching universities and on-line education. Many of the satellite campuses of the regional universities will also close.

At the next level down, assuming deregulation of federal funding takes place, we may see an expansion of the TAFE and on-government Registered Training Organisation (RTO) sector. These organisations use micro-campuses, to support their primarily on-line education techniques. An example is the  Canberra Institute of Technology (CIT) centre co-located with the public library and a secondary school college in Gungahlin, Canberra.

The typical higher education student will need to attend a campus for about 20% of their tuition. This would be one day a week for a full time student, although the typical student will be part time and might attend an intensive campus session for a few days each semester.

Selecting a Postgraduate Program of Study

On Thursday I attended the Perth MBA & Postgrad Studies Expo. This had many of the same exhibitors as the Canberra Expo, I attended two weeks ago. However, there was a greater presence from overseas and on-line educational institutions. This may reflect the lack of local choice in higher education providers in Perth and also the more international orientation of West Australians (where Singapore is closer than Sydney).

My aim was to look for a Masters coursework program to further my interest in the design and delivery of distance on-line education in higher education. The program would preferably be delivered on-line, but it would be good to have a campus near Canberra, which I could perhaps visit.

None of the West Australian, or international  institutions had anything suitable for me. However, curiously University of Southern Queensland (USQ) may. As I had already completed two courses from their program I looked at the USQ Master of Education. However, I was told I had to complete a Bachelor of Education first, as the program seems to be aimed at school, not university teachers.

I dropped into the USQ booth at the expo anyway and was told the useful bit of information that USQ has a second Masters program in the education field: the Master of Learning and Development (MLD)This does not require a first degree in education for entry. I am not sure how I missed this, but may be that one option includes an Early childhood specialization option, which is the opposite end of the education scale from higher education.

The MLD is by coursework, but has the option of a "Research Pathway", with two or three courses replaced with a small research project. For this I have a ready made research topic comparing the delivery of my "ICT Sustainability" course to students at ANU, ACS and Athabasca University and the differences between this on-line course and the classroom courses the same students undertake at ANU (a quick calculation showed an 80% correlation between the students on-line and classroom course marks, suggesting the delivery mode does not make much of a difference). Another area to explore is Software for Synchronised Asynchronous Constructivist e-Learning. For this I would work with ANU IT students who would write extensions to Moodle to make it suitable for real-time learning delivery and I would see how that works with my students.

Digitally Certified University Certificates

The Australian National University now issues Certified digital documents, to graduates. Provided in electronic form  are the academic transcript, Australian Higher Education Graduation Statement (AHEGS) and testamur. These are provided at no charge to the students (in contrast, USQ charges a fee for paper transcripts and provide no electronic certificates).

One of the problems for students and university administrators alike is producing certificates, transcripts and other evidence of study. Paper documents are easily forged and despite anti-copy features I find that laser printed copies of university certificates often look more genuine than the originals. One solution is digital certificates verified on-line.

The ANU certificates are distributed through  the Digitary service, which was a spin-off of Dublin City University. Instead of providing a certified paper copy or a scan of it, students can provide a hypertext link to the document in the on-line service. Copies printed from the service have instructions on them of how to verify the details.

This is a much more secure and convenient system, than trying to verify a paper copy of a document, or a facsimile of it. A university can provide such a service directly, via its own web site, but using a service shared by other universities (including the University of Cambridge and the London School of Economics) increases the credibility of the documents.

In practice the system has a few problems. There are several weeks delay between graduation and the documents being provided on-line. Also there is no notification to the students that the documents are available, they have to keep checking the system. Given that a student is likely to want to make us of their qualifications for applying for positions immediately, this delay would be frustrating and result in much of the value of the system being negated.

The student uses their university user-id and password to access the Digitary system, via the university website. The student has control over who can access their documents. They can choose to have open access, limit access to users registered with the Digitary system or only a specific email address. Also the access can be set to expire after a specified period (default is 90 days). For limited access, Digitary sends an email to the recipient with details of how to get the document.

The documents when "printed" is a PDF file consisting of a cover sheet explaining the digital security process, followed by a facsimile of the university's printed certificates. By emulating the printed certificate, the reader of the electronic version will feel more comfortable. However, there is nothing on the facsimile (or the paper original) to aid verification. It would be preferable if all the certificates included a URL (and perhaps a machine readable QR Code) which could be used to verify the document. Also a photograph of the student, would be useful.

One problem is that my email system warned the message Digitary sent may be Spam. The company might want to reformat its messages so they do not look suspicious.

So as to demonstrate the system, I have set open access for my ANU Graduate Certificate in Higher Education (for the next 90 days). There seemed to be no harm in making this document public as the fact that I received a qualification from the university is not something I want to hide. However, the details of my marks for specific subjects is something I may not want to make so readily available.

Costs and Economics of Open and Distance Learning

Greville Rumble's "The Costs and Economics of Open and Distance Learning" (Routledge, 1997) was written in the early days of Internet based education, but is applicable to today's MOOCs. At the time the book was written, Rumble was a planning manager at UK's Open University (OU). This experience shows in the books non-nonsense analysis of the cost of design and delivery of large scale distance education.

Rumble first provides a gentle introduction to budgets, costing, the effect of volume on cost, attribution and activity costing. Academics might ask what any of this has to do with their design and delivery of education, but resources for education are always limited and so it helps to plan for their use.

Rumble then discusses costing the design of courses, comparing traditional face-to-face courses with distance education. While this was written at the dawn of the Internet age, where dial-up modems were new hot technology, the concepts and approach are still relevant. The central point of distance education, including today's MOOCs, are that you need a large number of students to make them cost effective. The materials must be designed carefully, most likely by a team of people and then tested.

Rumble discusses the cost of developing text versus multimedia (audio, video). Open University was conceived as being reliant on broadcast TV, with full professional program making by the BBC. But the point is made that the production quality of the video makes no difference to the educational outcomes. High quality professional video production does not help the students learn any better (although I suggest it may influence their perception of the quality of the course).

Surprisingly, given OU's comprehensive approach to course material design, Rumble suggests that simple conversion of face-to-face courses is cost and educationally effective. This involves conversion of lecture notes into a booklet and recording of lectures on video.

One area Rumble does not explore at length is the cost of assessment. This is a significant part of any course and teaching techniques which use progressive assessment preclude it being simply relegated to an examination at the end.

Academics do not need to know all the detail of costing courses, particularly not the equations presented in this book. But the general principles should be part of the basic training of all of those who design university courses.

Many institutions pioneers of distance education are mentioned by Rumble. Some which caught my attention are Athabasca University (which offers my Green IT course), University College of Southern Queensland, which is now the University of Southern Queensland (I was an online higher education student there last year) and Indira Gandhi Open University (which I was presented with a tie from by Professor Uma Kanjilal, Director of the School of Social Sciences, INGOU on a visit to ANU).

Masters in On-line Distance Education

Having completed the ANU Graduate Certificate in Higher Education, I thought I would look at enrolling in a Masters in Higher Education specializing in on-line techniques. Unfortunately I can't articulate to the ANU Masters in HE, as that has been discontinued. As I had already completed two courses from their program I looked at the USQ Master of Education. However, it appears to be aimed at school teachers, rather than higher education (I was told I had to complete a Bachelor of Education first). There is an interesting new CSU Master of Education in Knowledge Networks and Digital Innovation, but this looks like it is designed for teacher librarians, with limited computer knowledge. At this point it occurred to me that I could look at programs offered by universities in other countries as I would obviously studying distance education techniques via the Internet.

The obvious first choice is the Open University MA in Online and Distance Education. The techniques I routinely use for on-line teachings were derived from OU. However, it is very difficult to work out if someone in Australia can even enroll at OU (I sent a query and received no reply).

The next obvious choice is the Athabasca University Master of Education in Distance Education. Athabasca offer an on-line course I designed: Green ICT Strategies. So they obviously have an approach to distance education I am comfortable with. Also Athabasca's enrollment process is a little easier to follow than OU.

What is Mobile Learning?

Dr Angela Murphy, Postdoctoral Research Fellow, Australian Digital Futures Institute, is visiting the Australian National University (ANU) in Canberra this week to conduct Staff mobile learning focus groups. ANU, University of Southern Queensland USQ) and the University of South Australia (UniSA) are jointly developing a Mobile Learning Evaluation Framework. As part of this, I was interviewed by Angela about the impact of mobile technologies on my teaching and my student's learning.

I am skeptical as to if "Mobile Learning", that is learning using mobile devices (mobile phones, smart phone and tablet computers) is different enough from other forms of e-learning to be worth studying separately.

From 2001 to 2009 I was teaching the design of web based mobile phone applications to students at ANU. One difficulty was revising the examples each year. Companies would launch new mobile web technology, only for this to fail within a year. This was partly due to the immaturity of the technology but also by the businesses building completely new websites for the mobile devices. These businesses argued that mobile was a new market, with new customers wanting new services. However, the business could not sustain the level of investment to create these new services. The companies which succeeded integrated mobile into their existing business. In education, I suggest the same applies: m-learning should just be an aspect of e-learning, which in itself is just another form of learning: its all just learning.

One place this integrated approach was adopted was for the Sahana free open source emergency management software. After being developed quickly for relief operations after the 2004 Indian Ocean tsunami, at my suggestion the software was modified to operate better on mobile devices used for subsequent emergencies.

Accessible Design Aids Mobile Learning

Mobile devices have small screens, limited keyboards, limited processing capacity and  lower bandwidth network links. Those limitations can be dealt with using the same Web Content Accessibility Guidelines (WCAG) as used for disabilities. Australian law requires accessibility, whatever form the education is delivered in and as a byproduct access is provided for mobile learning.

Good Design Aids Mobile Learning

Those using mobile devices may be learning in a location which is public, noisy and full of distractions (such as on the bus, or while minding the kids). These distractions require the learning materials to be well laid out, so the student can easily see what they need to do. But this requirement is no different to previous forms of distance education using paper, which required carefully laid out materials.

Mobile devices lend themselves to short, brief snippets. However, educators should resist the temptation to chop up the educational materials into Twitter size chunks. Different devices have different screen sizes and students will likely be using several. It is very annoying to be looking at a large screen and getting only a few lines of information which read like Haiku poetry. The course materials should be designed to reformat to suit the capabilities of the device used and the preferences of the user.

Some courses adapted from a traditional classroom environment do require too much input from the student not often enough. Recently I was giving advice on a course which had a low rate of student completion. I noticed the course was described as having "progressive assessment" but it had 70% for examinations (including a 60% final examination). There were a couple of assignments and some lab exercises, but these seem to be concentrated in the second half of the course. I suggested reducing the size of the final exam and nonreducing some real progressive harassment starting early in the course. Some of this could be via m-learning, with the student entering a few sentences of text. However, students need to understand that just being required to come up with a short answer does not lessen the work required. m-Learning is e-Learning is Distance Learning is Learning

The more I learn about learning, its theories and history, the less e-learning and its reiteratives, such as m-learning, seem different. The proponents of MOOCs envision a new era of low cost anywhere education with low barriers to entry. These same aims were set down for distance education using TV several decades ago, radio about 70 years ago, and correspondence courses one hundred years ago.

In my view there is not that much different between teaching in a lecture theater or on-line. The same principles work. The key is having courses well designed and educators who are trained in how to teach. The difficult issues with on-line education are ones of academic independence and the business model of educational institutions.

All that said there is scope for better on-line learning tools.  It is frustrating that a different set of software has to be used for non-real time (so called asynchronous) and real-time (synchronous) e-learning. After exploring what was needed I set a project for computer science students at ANU to add real time features to Moodle. See:

Delphi, ANU and m-Learning

One of the research techniques being used for the m-Learning project is a Delphi panel. The Delphi method uses a panel of experts. The name derives from the Oracle of Delphi. Angela interviewed me at the Purple Pickle Cafe, at the ANU sports centre. This put me in mind of my return from a trip to Greece, when I visited Delphi.

While I did not have any revelations from the oracle there, I did visit the ancient gymnasium at Delphi, which had a covered walkway (Stoa) next to it and an old Oak tree. This was where the ancient philosophers used to teach.  On my return to ANU I noticed the sports centre (a modern gymnasium) had a covered walkway outside, trees and a cafe where modern academics sit and teach. Students at the cafe using a tablet computer and stylus adopt a pose not so different from those depicted on ancient Greek pottery writing on a wax tablet.

Lessons for MOOCs from the Open University

Recently I was browsing the shelves of the education section of the Australian Defence Force Academy Library (ADFA) in Canberra. I came across the book "The Open University: History and Evaluation of a Dynamic Innovation in Higher Education" by Walter Perry (1976, also published in the UK as "Open University: A Personal Account by The First Vice-Chancellor", Open University Press, 1988).

Perry was the first Vice Chancellor of the UK Open University, which was originally to be called "University of the Air". The university set out to provide a low cost education, with no academic limit on entry, using the information technology of its day (broadcast TV). Debates over completion rates and educational standards were essentially the same as those now about MOOCs.

Over the decades, the Open University evolved an approach to education, which later incorporated the use of the Internet. I was trained in a evolved version of that approach to on-line education, used by the Australian Computer Society for teaching masters level professionals and attended on-line courses in a similar technique used by the University of Southern Queensland. I now use at the Australian National University and get good results (with student feedback scores of 5 out of 5 for satisfaction with the course).  I stopped teaching in a classroom in 2009 and now regard on-line education as routine.

What I find surprising is that much of the current debate over MOOCs has not been informed by decades of research and experience with on-line courses. The debate should not be about if MOOCs are better than classrooms, but what is the value of this new, and slightly different form, of on-line distance education.

Perry mentions several distance education institutions as having helped shaped Open University. These include University of South Africa, at the time the largest distance education university in the western world. Also mentioned is the University of New England, in Armidale, Australia.

Perry's book provides a fascinating first hand account of the top-down creation of a university.  Rather than dealing with the minute detail of courses, it starts with the idea, the political debate and securing funding. Chapter 3 "Early Problems" has a two page PERT Chart, showing the interrelationships between the tasks needed to set up the university. Some tasks, such as building facilities and hiring staff, have a long lead time and had to be started while the details of what was to be done was still unclear. The book progresses to discussion of degree structures, course creation, accreditation, what might be the student demand and distribution of materials.

Looking back from the 21st century, some of the challenges of the OU seem irrelevant. As OU had to produce materials on paper and post them to thousands of students. Use of computers was in its infancy and the idea of supplying all the course material on line was a distant possibility. Video materials were produced by professional BBC TV staff, edited using reel-to-reel videotape and distributed by broadcast TV or film (no computer editing or downloading).

Some challenges of distance education (and education generally) have not changed. OU required a team approach to the creation of quality course materials and a long lead time for development and testing. Being able to distribute materials on-line has cut some weeks off the production process for distance education, but developing courses still takes considerable time and effort, which is not understood by educators used to ad-hoc live lectures.

The issue of credit exemptions is one which remains alive today. Universities remain reluctant to grant credit for courses undertaken elsewhere. The issue of recognition of prior learning remains contentious for the more elite universities.

Funding of courses remains a perennial issue for universities. OU's budget depended on economies of scale from large numbers of students using standardized materials and this is one of the ideas which todays MOOCs are based on.

What I find curious is that while I have been learning and teaching e-learning for several years, there has been little mention of the Open University's experience. On the shelf next to Perry's work there were several other books from Open University authors about the development of courses. One which caught my attention was on the costing of courses, an important topic which was not addressed in any of the higher education courses I have undertaken.

MOOCs Like Budget Airlines or Strip Mining

In "Clay Shirky Says MOOCs Will Matter, but Worries About Corporate Players" Jeffrey R. Young writes that on-line courses will be a boon for students and parents worried by high education fees (July 25, 2013, 2:24 pm). I expect that on-line courses, including MOOCs, will result in a disaggregation of fees, rather than a simple reduction. Budget airlines have a low ticket price, but then charge for extras which used to be included, such as baggage, blankets, drinks and food. The MOOC may be free, but then you pay if you want assessment, textbooks, or a human tutor.

As an example of this, I paid for two on-line courses at USQ, but at the end found I had to pay an extra fee to get a copy of my results. It had not occurred to me when I enrolled that my results were an optional extra.

MOOCs may also be seen as an efficient way for rich countries to pillage developing nations for their intellectual capital. MOOCs provide an efficient way to identify the brightest students to offer a scholarship to and extract them from developing nations, much as minerals are extracted.

On-line Tertiary Teaching for Research-Led Education

Greetings from the conferring ceremony at Lewellyn Hall, the Australian National University in Canberra, where I am to receive a Graduate Certificate in Higher Education, from the Chancellor, the Hon Professor Gareth Evans AC QC. It was July 2011 when I started looking at postgraduate education qualifications and August when I selected the ANU, for Learning On-line Tertiary Teaching for Research-Led Education. The courses I selected in consultation with my education adviser, were: Assessment, Evaluation and Learning EDU5713 and Online Pedagogy in Practice EDU8114, online at USQ, followed by "Research Supervision" and a capstone course at ANU. The intention was to develop a form of e-learning which suits a research oriented university, like ANU. I believe I have achieved that (you can read my postings about "" along the way, but in the process re-learned an appreciation for how much hard work it is to be a student.

The graduation ceremony is a little bit Hogwarts, with the participants dressed in an assortment of academic gowns and hats (mine is giving me a headache). We all had to have our colored sashes carefully positioned.
